Board of Supervisors Regular Meeting - June 23, 2026

Birkitt Manor Lot Lines Adjusted; Parking Relocation Discussed
The Board of Supervisors approved a minor subdivision for the ninth amendment to the Birkitt Manor PRD plan, specifically for properties located at 100, 102, 104, 106, and 108 Black Oak Lane. This revision primarily involves aligning side lot lines with the party lines of the townhouses to accurately reflect the constructed field. The changes involve adjustments of only a few inches. The subdivision has been reviewed and requires a surveyor's seal before recording. This process is consistent with previous lot line revisions for other townhouse buildings in the development. Separately, a discussion occurred regarding potential relocation of visitor parking spaces at the entrance of the plan, behind the first townhouse, to improve safety by moving parking from the front of houses to the rear, which would allow for sidewalks. A draft drawing exists, but it is not final and will likely be on next month's agenda.
Procedural Clarification on Adding Agenda Items and Voting
During the meeting, confusion arose regarding the voting procedure for adding items to the agenda and subsequently voting on those items. Specifically, there was uncertainty about whether motions to add items (like F and G) to the agenda needed a separate vote before voting on the motion for the item itself. The solicitor clarified that according to Robert's Rules, a vote is required to add an item to the agenda, followed by a vote on the motion concerning that item. This procedural clarification was necessary to ensure proper governance.
Resident Praises Data Center, Raises Concerns Over Costco Development and Township Aesthetics
Resident Judy Panasci expressed strong support for the data center project, commending the township and Dennis for their work. However, she contrasted this success with concerns about the overall appearance of the township, citing the impending arrival of Costco as another example of development that could detract from the community's aesthetic. She criticized the zoning board's handling of Costco's signage, suggesting the board's own rule on smaller signage was undermined. Panasci also noted the lack of green space in some development plans compared to requirements for other projects like the data center. She voiced concerns about potential traffic issues at Costco's gas station, citing personal experience with such sites becoming 'hot messes'. She also raised concerns about the traffic impact of the new interchange on Locust Avenue and its effect on local residents.
Township Verifies MS4 Records; Urgency Highlighted for Farleigh Road Issue
A resident questioned the completeness of township records regarding the MS4 projects from the previous engineer. The engineering office confirmed they have received almost all records and reached out to the previous engineer to ensure nothing was missed. Both electronic and hard copies were confirmed to have been received. Separately, a discussion ensued about the Farleigh road issue, with the engineer noting they need to consult with Pete to understand the status of the highway occupancy permit and that the MS4 deadline was the priority. A supervisor emphasized the year-long delay and the need for action on Farleigh due to safety concerns.
Township Engineer Recommends Approval for Costco Development; Stormwater Addressed
The Board of Supervisors approved the revised land development plan for 7970 Associates to construct a warehouse club and fuel station. This approval followed a review by the township engineer, who had a few remaining comments, primarily concerning stormwater management and the proposed rain garden BMP facility. The engineer's office confirmed that the pond design has been adjusted to include an emergency spillway, meeting ordinance requirements. Another outstanding comment regarding a variance for additional signage was also addressed. The engineer recommended approval, noting that most previous comments had been resolved.
