West Sacramento Adopts 2025 Urban Water Management and Water Shortage Contingency Plans
The City Council adopted Resolution 26-58, approving the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP). Brad Hubbard from Zanhara Water Consultants presented the plans, highlighting that the UWMP is a state-required 25-year planning document (out to 2050) to ensure adequate water supplies and promote conservation. The WSCP provides a framework for responding to drought conditions. The council opened a public hearing, received no public comment, and approved the plans, noting that they are living documents that can be modified. The Environmental Utilities Council will receive an informational presentation on the plans at their next meeting.
City Council Approves Liens on Properties with Unpaid Weed Abatement Charges
The City Council considered Resolution 26-17 to certify unpaid weed abatement charges and direct that liens be placed on delinquent properties. Fire Marshal Brian Johnson presented the resolution, noting that approval would ensure property owners, rather than taxpayers, bear the costs of weed abatement services. A short list of properties with unpaid debts, including third-party costs and a 20% administrative fee, was provided. The council opened a public hearing, heard no public comment, and subsequently approved the resolution, directing the county to collect these charges.

City Council Adopts New Media Context Policy to Enhance Communication and Transparency
The City Council adopted IC 11, a new media context policy, updating a 26-year-old administrative policy. Linnea Lewis, Public Information Officer, presented the policy, emphasizing its goal to create unified messaging and equip council members and staff with talking points, risk factor awareness, and media vetting capabilities. The policy shifts authority to the City Council for matters governing council procedures and media interactions. This update aims to enhance the city's communication strategy, improve transparency, and amplify its presence through social media, newsletters, and proactive media relations.
West Sacramento Approves Fiscal Year 2026-2027 Budget Amidst Slowing Revenue Growth
The City Council reviewed and adopted the proposed fiscal year 2026-2027 annual operations and maintenance and capital improvement program budgets, totaling $90.5 million in general fund revenues and $92.5 million in expenses, resulting in a projected shortfall of $1.9 million before supplemental requests. The budget reflects a transition from growth to sustainability, proposing measures to bridge the gap, including suspending contributions to the general facilities fund and PERS supplemental trust, and using one-time fund balance. The budget also includes $29.5 million in total supplemental requests across all funds for CIP and OM, along with the addition of 10 new positions.
