Resident Questions Budget Allocations and Praises Measure E Impact

During public comment, Lynweed raised questions about the budget, specifically regarding discretionary funds totaling $2.5 million designated for tax in lieu of tribal funds. She inquired about the allocation of these funds, suggesting potential uses like trail connectivity, sidewalk cost-sharing, or implementing menstrual product dispensers. Additionally, she questioned a $1.3 million deferral of fees for a speculative building on Waterman Avenue, asking for details on the deferral period and budget line items for reimbursement. Lastly, she commented on Measure E, appreciating the sidewalk cost-sharing program and noting its positive impact on police response times and its use for homeless services, citing May report data on guests served, exits to housing, and services provided.

Resident Advocates for Menstrual Product Access in City Buildings

During the public comment period, Mariah Garcia addressed the council regarding the Menstrual Equality Act for All. She noted that El Grove Unified School District (EGUSD) and state buildings already provide free menstrual products, but many city buildings do not. Garcia highlighted that this lack of availability affects a significant portion of the city's population (51.4% women) and can lead to embarrassment and discomfort. She proposed allocating funds to implement free pad stations in all Elgrove city buildings and majorly used facilities to promote menstrual equality.

Delinquent Property Nuisance and Sidewalk Repair Costs to be Placed on Tax Roll

The council considered a resolution approving the report of delinquent public nuisance abatement and sidewalk repair costs, authorizing their collection on the Sacramento County tax roll. Jose Mendes, Code Enforcement Manager, explained that this is an annual item where costs for addressing public nuisances and sidewalk repairs, after property owners fail to cure violations, are passed on to owners. If unpaid, these costs are placed on the property tax bill. This year, 28 properties are on the list, totaling $22,124, with $22,000 for nuisance abatement and $228 for sidewalk repair. He noted that a sidewalk repair assistance program was launched in March, but the two properties on the current list are ineligible as their sidewalks were repaired prior to the program's inception. Property owners have until July 24th, 2026, to pay directly to the city to be removed from the tax roll.
