Resident Questions Transparency of Liquor License Transfer Process
Bruno Walzak raised concerns about the transparency and public process of a liquor license transfer application for Whiskey Wolf Tavern at 399 Lakeshore Drive. The application was filed on September 9th, 2025, but operated openly prior to the filing and remained unresolved for approximately 10 months without being brought before the governing body. Walzak questioned the status of the transfer, why it was pending for so long, the authority under which Whiskey Wolf operated, the publication of public notice, and who exercised the license privileges. He urged the council to ensure transparency and to explain the delay and legal basis for the operation.
Litter Cleanup Efforts Show Dramatic Improvement
Councilwoman Eric reported on the significant increase in litter cleanup efforts this past month compared to the previous year. Volunteers have dedicated 50 hours this month, collecting 150 bags of trash, compared to 700 hours and 843 bags last year. Tire collection has also decreased from 23 to two. She noted that Route 23 has become cleaner, requiring volunteers to search for litter, and mentioned the disposal of two discarded air conditioners which were left at a trash collection point.
Administrator's QPA Role Provides Cost Savings
The council discussed the salary of the Qualified Purchasing Agent (QPA). The administrator serves as QPA, receiving a $10,000 stipend. This role consolidation is a cost-saving measure, as hiring a separate QPA would be significantly more expensive. The administrator also holds licenses as Clerk, CFO, and attorney, which further reduces costs. This stipend allows the municipality to retain QPA services cost-effectively.
Community Energy Plan Approved, Funded by Grant
Resolution 2026-239 approves a Community Energy Plan, funded by a grant. This plan serves as an amendment to the master plan for clean energy infrastructure throughout the township. It involves analyzing municipal energy usage, buildings, and the potential for EV charging stations. The plan is expected to help the municipality save money and provides a roadmap for transitioning to clean energy.
Council Enters Executive Session for Altice Contract Negotiations
The council moved into executive session to discuss contract negotiations with Altice, permitted under NJSA 10:4-12(b)(7) for pending or anticipated litigation or contract negotiation. No action was taken during the closed session. Upon returning to open session at 8:15 PM, the meeting was adjourned.
