Committee Approves Multiple Invoices for Construction Administration, DPW, and Building Services
The committee reviewed and approved a list of invoices for various services. These included clerk services from Lyro Hill, construction administration services from Socotech (with noted issues regarding PO numbers and reimbursables that were resolved), DPW transfers for the Hardy project, traffic post-occupancy follow-up for Hardy SMMA, design progress for Mopo (Western Samson), FMD transfers for Town Hall (Wayne Alarm test on panic buttons), and tenant fit-out for Warren.
Meeting Minutes Approved, Clarifications Made on Mopo Design Budget
The committee approved minutes from two previous meetings. The minutes from May 14th were approved with Jose Saliva abstaining. The minutes from June 11th were approved as amended, clarifying that the design budget for the Mopo project was the one attached to Steve's package and concurred upon by the committee. Matt King abstained from the June 11th vote as he was not present.
Hardy and Honeywell Solar Project Delayed to Spring 2027 Amidst IRS Credit Compliance Challenges
The Permanent Building Committee discussed the Hardy and Honeywell School Solar project, specifically addressing challenges with meeting IRS criteria for tax credits due to module sourcing restrictions. The project is likely to be pushed to spring 2027 to allow for further research into compliant panels and to avoid winter installation conditions. The committee confirmed sufficient budget and cash flow for the project, even with potential inter-school fund transfers needing town meeting approval. Grant money from both the state and IRS is available, with the IRS credit requiring modules with domestic content and prohibiting purchase from certain countries. A tax consultant has been hired to navigate these complexities. The current estimated recovery from grants could be 40-65% of the hard costs for panels, racking, and associated systems.
DPW Project Update: SIPS Panels Installed, Paving and Drainage Improvements Forthcoming
The committee received an update on the DPW project, noting progress with SIPS panels on the roof and site work. Three pending change orders (PCOs) are expected for the next meeting: an IT switch for Wellesley Police Department camera surveillance, replacement of 70 feet of incorrectly pitched drainage pipe, and potential paving work requested by DPW based on condition assessments. CDI is providing pricing for the paving, which may involve pulverizing existing material and regrading as an alternative to full excavation. Granite curbing will be installed around both ends of the trash disposal area. The DPW is expanding the site limit of work, and costs and a diagram will be provided.
