Powell Bill Paving Account Amendment Approved to Cover Chestnut Park Project Overage
A budget amendment was approved to address an overage of $79,283.01 in the FY 25-26 Powell Bill paving account. This overage resulted from the Chestnut Park overlay project, which involved resurfacing Chestnut Park Road. The amendment involves transferring funds from the Powell Bill fund balance reserve to the paving account to cover these costs. This is not a request for new funds, but a reallocation from reserves, which is seen as beneficial to avoid appearing to hoard funds and potentially impacting future allocations.
Pride on Main Organizer Thanks Town, Highlights Community Belonging
Julia Buckner spoke during public comment to express gratitude for the town's support of the 'Pride on Main' event for the third consecutive year. She emphasized the significance of flags in fostering a sense of belonging and identity, drawing a parallel to her grandfather's military service. Buckner thanked the police and fire departments for ensuring the event's safety and the town staff for their professionalism in handling community interactions. She invited attendees to various events planned for the weekend, including a performance, festival, drag show, and church service.
Permanent Downtown Social District Approved by Town Council
The Town Council voted to establish a permanent downtown Waynesville social district. The district will operate on Thursdays, Fridays, and Saturdays from 10 a.m. to 9 p.m. The boundaries were adjusted to include Watami and 54 South Main Street. The Downtown Waynesville Commission will fund the initial signage and brackets, with volunteers installing them. The commission also committed to self-maintenance and training. Council members expressed support, emphasizing its role in economic development, pedestrian activity, and supporting local businesses, while also acknowledging the need to balance accessibility for those who cannot be around alcohol.
Parks and Rec Commission Advocates for County Funding of Rec Center
The Waynesville Parks and Rec Advisory Commission presented an update on their efforts to secure county funding for the Waynesville Rec Center. They highlighted that over 60% of the rec center's users are non-town residents, yet the county has not contributed financially since 2008, despite previously providing $75,000 annually. The commission has engaged with county officials, raised non-resident membership rates, sent data reports to the county, and requested the county offer rec center membership reimbursement for county employees. They aim to establish the legitimacy of joint county-town funding, even if immediate financial contributions are not possible.
Town Council Approves FY27 Budget with No Tax Increase, Adjusts Fees
The Town Council adopted the fiscal year 2027 budget, which includes no property tax increase and a minimal increase in the appropriated fund balance. The budget also features revised fee schedules for planning and zoning, parks and recreation, and enterprise funds (water and sewer). Notably, electric fund rates were not increased due to external rate reductions, while sewer rates will see an increase mandated by the state for the water treatment facility. New fees were introduced for grease blockages and non-compliance with grease trap/interceptor regulations. The definition of 'subdivision' for fee purposes was clarified to mean the division of a parcel into more than two lots.
