Burrill Park to Host Two Community Events: Family Day and Fourth of July Finale

The council approved the use of Burrill Park for an East Bay Community Family event on July 25th, from 2 PM to 6 PM. The event, organized by Nicole Ferrara and the nonprofit 'Together', will include food trucks, a 'touch a truck' activity, a bouncy house, and live music. An amendment was made to the application to include a live band, and the license will be pending approval from the fire and police departments. Separately, a request for a one-day entertainment license for the 'Fourth of July finale' at Burrill Park on July 11th was also approved. This event, organized by Sarah Weed, will feature a storyteller, two bands, a bonfire, and the dedication of a commemorative sign about Warren's Revolutionary War involvement. Safety concerns regarding the bonfire were addressed with the fire and police chiefs.

St. Mary of the Bay Church Event to Include Luther Street Closure

The council approved a request to close Luther Street during an event hosted by St. Mary of the Bay Church on Saturday, October 10th (rain date October 17th), from 9 AM to 3 PM, on the church property. The application included confirmation from the funeral home. The event will feature food trucks, games, prizes, and a bouncy house, offered free to the community.

Massasoid Spring Upgrade Nears Completion with Community Collaboration

Dave Weed provided an update on the project to upgrade the Massasoid Spring on Baker Street, spearheaded by the Massasoid Historical Association. This project is a collaboration with the Warren Volunteer Gardeners, the Pocono Tribe (represented by Sichum Tracy's), and local neighbors. The new marker is complete and awaiting installation on the stone wall by Chuck Stton's crew. The Volunteer Gardeners have planted native plants around the spring, which are thriving. A dedication ceremony is planned for the following month.

Town Council Tables Ordinance on ALPRs on Private Property Amidst Property Rights Concerns

The town council discussed an ordinance regarding automated license plate readers (ALPRs) on private property. Jeffrey Smith presented arguments against the ordinance, citing concerns about property rights, unenforceability, and potential legal liabilities. He highlighted the difficulty for building inspectors to enforce the ban due to the similarity between ALPR devices and standard security cameras, the rapid advancement of AI technology making any camera capable of reading plates, and the dangerous precedent it sets for regulating private property. Smith urged the council to reject or amend the proposal. Councilman Trombbley had brought the ordinance forward, and after public comment, a motion to continue the matter to the July meeting was made and seconded. However, the motion failed due to a lack of unanimous support, and a subsequent motion to approve the second reading also failed, effectively tabling the ordinance.

Town Approves $31,000 Bid for Wastewater Treatment Facility Slegate Replacement

The council approved a bid from Heart Engineering for the demolition and replacement of a 3-inch Slegate at the wastewater treatment facility for $31,000. This issue was discovered during the rail project and requires manual intervention due to its function in removing sludge from tanks, which was deemed dangerous. The council had previously approved the use of ARPA funds for this purpose. The operator is familiar and comfortable with Heart Engineering's work.
