War City Council Approves $150K for Arena Cooling Tower Pump and Compressor Repairs

The War City Council Finance Committee reviewed a request for a $566 exemption to notice for environmental systems Inc. (ESI) to perform services beyond the current HVAC maintenance and repair bid. ESI is the current vendor for the War Burton arena. The proposed work includes rebuilding compressors for $96,556.39 and replacing three pumps for the cooling towers for an additional cost, bringing the total to $150,229.74 for repairs and maintenance on the chillers in the arena compressor room. The system was installed in 2003 and has exceeded its useful life. The repairs are intended to be funded from the FY27 capital budget. There was discussion about the budget codes, the timing of the request, and whether ESI had previously recommended these repairs. ESI has been servicing the equipment since late 2021, after Public Works took over maintenance. The department opted not to go out for a full bid, citing ESI's intimate knowledge of the system and their work in resolving issues from a previous vendor. Concerns were raised about the age of the equipment and the need for repairs, with the department stating that many components are original to 2003. The committee sought clarification on the specific costs and funding sources, particularly concerning the capital budget for FY26 and FY27. The director confirmed the funding would come from FY27 capital funds. The total amount requested is $150,229.74. The motion for favorable action passed.
