Town Council Adopts Drought Mitigation Plan Amidst Regional Water Concerns
The Town Council adopted a Drought Mitigation Plan, establishing a framework of guidelines and response stages to manage water supply during drought conditions. The plan emphasizes resilience, transparency, conservation, and community partnership. While the town's current water supply index (WSI) is above 1.0 (indicating a surplus), neighbors are in voluntary restrictions, prompting discussion about adopting voluntary restrictions in Superior for consistency and proactive conservation. The plan includes communication strategies, priority setting for water use, enforcement mechanisms, and provisions for updating the plan every five years. The town is investing in smart meters to better monitor usage and will continue to manage its water supply, including leasing water rights, to ensure long-term reliability.
Town Council Denies Annexation and Rezoning for 336-Unit Apartment Complex Amidst Traffic and Evacuation Concerns
The Town Council heard arguments regarding the annexation and rezoning of 77494 Marshall Road to Planned Development (PD) for a 336-unit multi-family residential complex. The developer, Carmel, presented revised evacuation and traffic studies, highlighting that their project would not materially degrade evacuation performance compared to existing conditions. Public commenters and council members expressed significant concerns about traffic congestion, evacuation safety in wildfire scenarios, the density of the project, its suitability for seniors, and its alignment with the town's comprehensive plan for housing needs. The Planning Commission had previously recommended against the project. Ultimately, the Town Council voted 0-7 to deny the annexation and rezoning, citing concerns about density, traffic, evacuation risks, and a lack of alignment with the community's identified housing needs for for-sale senior downsizing options. The developer stated they could not finance the project if required to exceed the town's affordable housing inclusionary ordinance threshold.
