Shoreview Council Denies Setback Variance and Garage Approval for 5423 Carlson Road Property

The Shoreview City Council considered a complex set of conditional use permits and variance appeals for the property at 5423 Carlson Road. The applicant proposed to demolish the existing 1,824 sq ft home and construct a new 5,170 sq ft home with an attached garage. The requests included variances for the lake setback (67.2 ft proposed vs. 79-99 ft required), front yard setback (166.5 ft proposed vs. average of abutting properties plus/minus 10 ft), and combined accessory building area (1,984 sq ft proposed vs. 1,500 sq ft permitted). The Council ultimately denied the variances for the detached garage and upheld the Planning Commission's denial of the setback variances, while approving the conditional use permit for the boathouse. The vote on the setback variance was 4-1 against the applicant's request.
