Resident Voices Concerns Over Lack of Park Space and Infrastructure in Harvest Grange Development
During public comment, a resident expressed concerns about the Harvest Grange development, specifically the lack of park or green space and pathways connecting to existing recreational facilities. The resident highlighted that their neighborhood is an 'island' and the new development would exacerbate this without providing amenities. With 68 homes and over 110 children in their existing neighborhood, and the new development adding 96 units, the concern about infrastructure to support new families, safety, and access was emphasized. Concerns were also raised about the impact on Centerville Elementary School, which already has six kindergarten classes, due to increased density.
Michael Cave Appointed to Parks Maintenance Worker Position
The City Council approved the appointment of Michael Cave to the full-time parks maintenance worker position in the Public Works Department. Cave has prior maintenance experience from the city of Coon Rapids and a background as a construction foreman. His starting wage will be $34.52 per hour (step two of seven). He is filling a vacancy created by a resignation on April 16th, 2026. The 2026 budget includes four such positions. The appointment fills an existing vacancy and maintains the budgeted staffing level for park maintenance.
City Authorizes Bidding for 2026 Trunk Water Main Project Under I-35E
The City Council authorized the bid for the 2026 Trunk Water Main project, which involves directionally drilling a 16-inch diameter water main within a 30-inch diameter casing pipe under I-35E. This project is adjacent to the Watermark development and will extend east to connect with the trunk water main loop being installed in the Otter Lake Road project. It is considered a critical piece of infrastructure to improve water pressure and circulation in the area. The estimated project cost is $690,000, funded from the area and unit fund. Contracts are expected to be considered on July 27th, with construction beginning in August and completion by the end of October.
Street Lighting Agreement Approved for Otter Lake Road Project Roundabout
The City Council approved a street lighting agreement with Connexus Energy for the standard lighting system at the north roundabout with Heritage Parkway for the Otter Lake Road Improvement Project. The amount for this agreement is $96,608.50.
Harvest Grange Subdivision Rezoning Approved, Park Alternatives to Be Explored
The City Council heard the second reading of the rezoning of property from rural to R2 two-family residential and R3 medium density residential for the Harvest Grange Residential Subdivision. The council approved the preliminary plat on June 8th and the first reading of the rezoning. A change was made to remove the proposed right-in, right-out access and create a potential full access intersection with Cedar Street. Staff was directed to explore alternatives for creating a park on the west side of 20th Street, and initial discussions have begun with the city of Centerville. The council approved the second reading of the ordinance (0226) and the summary publication of the ordinance via resolution (26115).
