Roseville Council Approves Penalties for Alcohol Compliance Violations at Xinhua Korean Steakhouse and Buffalo Wild Wings
The Roseville City Council addressed two alcohol compliance check failures. Xinhua Korean Steakhouse received a presumptive penalty for a second violation within 36 months, resulting in a mandatory minimum penalty of $2,000 and a five-day liquor license suspension, as per city code. The first violation occurred in March 2025. Buffalo Wild Wings received a presumptive penalty for a first violation within 36 months, involving a $2,000 fine and a one-day liquor license suspension. The server involved in the Buffalo Wild Wings incident was terminated, and management provided updated training documentation. Both penalties were approved unanimously by the council. The police department conducts two alcohol compliance checks annually of all on-sale license holders.
Roseville Unveils Popular Annual Financial Report to Boost Public Understanding of City Finances
Roseville is launching its first Popular Annual Financial Report (PAFR), a simplified summary of the city's finances designed for public accessibility. Finance Director Sam Margarano presented the report, highlighting its purpose to enhance transparency and engage the public. The PAFR complements the detailed ACFR and focuses on key financial data, trends, and major funds. It includes an analysis of the city's statement of net position, revenues, and expenditures. The report will be available online and in print. The council and finance commission provided positive feedback, suggesting potential areas for enhancement such as explicitly detailing grant money and historical trends related to property taxes. The report aims to be submitted for a GFOA award.
Roseville Advances Maintenance Operations Center and Civic Project to Design Development Phase
Roseville is moving forward with the next phase of the maintenance operations center (MOC) and licensing, passport, and dance studio project. The council reviewed schematic designs and cost estimates for the project, which is divided into three sites: Licensing/Passport/Dance Center, MOC North, and MOC South. The total project cost is estimated at approximately $13.1 million, which is under the $14.5 million budget. Key design considerations include incorporating buffers, using materials that tie into the civic campus, addressing stormwater management, and minimizing visual impact on neighbors. The project also involves upgrades to Veterans Park, including potential space for a veterans memorial. The schedule outlines a phased construction approach, with the Licensing/Passport/Dance Studio targeted for completion in Spring 2028 and the South MOC completion anticipated in Fall 2030. Council members provided feedback on specific design elements, stormwater management, material choices, and future expansion possibilities.
Roseville Police Department Receives Donation of Rescue Vehicle from Police Foundation
The Roseville City Council accepted a donation of a rescue vehicle for the Police Department from the Roseville Police Foundation. The vehicle is designed to rescue victims, officers, and first responders from emergency scenes and is a result of a two-year fundraising effort. The need for such a vehicle was highlighted by an incident on April 5th, 2022, where an officer was critically injured and had to be evacuated under fire for 13 minutes because an ambulance could not safely access the scene. The Police Foundation, established 13 years ago, has funded various initiatives including canines, human trafficking investigations, bait car programs, technology pilots, and officer wellness programs like mental health support and preventative heart screenings. The foundation also advocated for legislative changes. The donation was made possible by community members, businesses, and individuals, with a special mention of Midway Ford's contribution. The vehicle aims to ensure that everyone goes home safely.

Additionally, the council approved entering into a Clean Water Fund agreement with the Metropolitan Council to receive $42,500 for water efficiency rebates aimed at residents purchasing water-saving devices. These items were approved unanimously.
