Residents Voice Concerns Over Permitting, Business Support; Council Addresses Food Truck Regulations
During public comment, several residents and business owners expressed concerns about the city's permitting processes and enforcement, describing experiences as an 'obstacle course' with changing requirements and perceived inconsistencies. Business owners highlighted the challenges faced by small businesses, particularly those with disabilities, and the impact of regulations on their ability to operate and contribute to the community. There was a call for fairness, consistency, and a process that encourages investment rather than discourages it. The city manager and council members discussed the complexity of food truck regulations, noting that many current codes apply to them similarly to brick-and-mortar restaurants, and that local code primarily addresses location, hours, and waste management, while relying on state code for health and safety. They acknowledged potential gaps and the need for clearer, consistent regulation, with a commitment to further study and discussion on the matter. The discussion also touched on the importance of supporting small businesses, community development, and resident engagement, with an invitation for the public to participate in a strategic planning open house.
Community Members Voice Concerns on Downtown Revitalization and Business Support Amidst Regulatory Challenges
Several residents and business owners shared their experiences and concerns during the public comment period. Bill Hyatt focused on civic pride and the visible neglect in downtown areas, urging for improvements. Jackie and Dean Jwitt detailed their extensive community contributions and future plans for family-oriented activities, while also voicing frustration with the city's permitting process, describing it as challenging and inconsistent. Other speakers echoed sentiments of facing an 'obstacle course' with regulations, impacting small businesses and their ability to thrive, particularly for those with disabilities. Concerns were raised about the city's approach to food trucks, with a desire for fairness and consistency in regulations. The council acknowledged these concerns, with discussions about the complexities of food truck ordinances and a commitment to further review and study sessions. The meeting also included updates on park programs and transportation improvements.
City Council Approves Six-Year Transportation Improvement Plan, Asset Management Software, and Financial Study
The council reviewed and approved the six-year Transportation Improvement Program (TIP) for the years 2027. The program lists 21 projects, with the understanding that not all will be fully funded internally. The TIP serves as a plan that can be incorporated into the state's STIP, allowing the city to apply for grants and funding. Specific projects like Franklin Street and Old Olympic Highway North are included on the list, with Olympic Highway North currently in design and anticipated for construction in summer of the following year, funded by grants and city match funds. Sidewalk repairs are also being addressed, with current focus on Railroad and Quota, and plans for Sherwood and other areas as budget allows. The council also approved the purchase of Civic Plus asset management software through a cooperative agreement, which is expected to improve employee efficiency and productivity. Additionally, an agreement for an EMR financial study with FCS Group was approved to update the cost model for fleet and heavy equipment, funded by savings from previous equipment purchases.
Parks and Recreation Department Updates Include Summer Programs, Movies in the Park, and Project Progress
The administration report provided updates on various park and recreational activities. The spring pickleball season concluded with three championship brackets. The fall season will begin when school starts. Summer yoga with instructor Michelle Pew is starting in July, including a new 'yoga in the park' program at Neand Park with three sessions in July, August, and September. Field Day is scheduled for July 8th at Nean Park, moved up a week to avoid extreme heat. Movies in the Park will run for six weeks starting July 10th, featuring a lineup of films including 'Inside Out,' 'How to Train a Dragon 2,' 'Monsters University,' 'Grown-Ups,' 'Despicable Me 4,' and 'Coco.' Several sponsors have confirmed, with more expected, and sponsors can choose which movie to sponsor. Park projects are in the 60% design review process, with stormwater comments recently addressed. Phase two documents for the Cross Town Trail project have been submitted for review.
