Gig Harbor Adopts 2027-2032 Transportation Improvement Program (TIP)
The Gig Harbor City Council adopted Resolution 1361, formally adopting the 2027-2032 Transportation Improvement Program (TIP). The TIP outlines planned transportation projects for the next six years and is required annually to be submitted to the State Secretary of Transportation. This year's TIP saw minimal changes from the previous year, including the removal of a completed signal project, the combination of interchange projects for administrative ease, the addition of a pavement maintenance project, and the addition of a metering project for the Borgen Boulevard SR-16 westbound off-ramp. The council also discussed and ultimately voted to approve the TIP without an amendment to prioritize the Cushman Trail Phase 5A design and permitting, citing concerns about funding and the potential loss of existing grant opportunities for higher-priority projects. However, the council emphasized that the TIP can be amended at any time and that a separate discussion on prioritizing capital projects for the next budget cycle is scheduled.
Gig Harbor Updates Critical Areas Code to Enhance Environmental Protections
The City Council passed an ordinance updating the Critical Areas Code (CAC) based on the best available science, as required by the Growth Management Act. The update aims to protect wetlands, streams, fish and wildlife habitat, steep slopes, flood hazard areas, and critical aquifer recharge areas. Key changes include substantial increases in wetland and stream buffers, particularly for Category 1 and 2 wetlands and streams, with new bulk buffers potentially affecting up to 380 additional acres. The ordinance also clarifies regulations for hillsides, flood hazard areas, and critical aquifer recharge areas, and improves definitions and processes for mitigation sequencing and decision-making certainty. Outreach was conducted with property owners, builders, and environmental groups, and written testimony was provided to the council.
Gig Harbor City Council Approves Ordinance Decoupling Water and Sewer Services
The City Council approved an ordinance amending Gig Harbor Municipal Code 13.34 regarding water and sewer service outside of city limits. The ordinance decouples water and sewer services, allowing water to be provided anywhere the council deems fit according to the water service plan, while sewer service is restricted to areas related to urban development or limited areas of more intensive rural development, such as the Purdy area. This change allows for the expansion of existing sewer connections in the Purdy area. The ordinance was passed unanimously on its first reading.
