Select Board Approves One-Hour Extension for Alcohol Sales Hours, Opts In to Temporary Pilot Program

The Select Board opted into a temporary pilot program allowing on-premise licensed establishments to extend their hours for selling alcoholic beverages by one additional hour, ending no later than 3:00 a.m. This opt-in is valid until July 31st. The decision was made with a 3-2 vote. While some board members expressed reservations about the impact on a small town and potential noise complaints, others supported it, particularly for establishments like The Voyage, which expressed interest. The board will notify businesses that opt in, along with the police department and the ABCC. A condition was added to encourage establishments to keep kitchens open later during these extended hours.

Cath Approved for Outdoor Seating Extension on Front Street

The Select Board held a public hearing and approved an outdoor extension of premises for Cath, located at 108-110 Front Street. The approval allows for sidewalk seating for 14 patrons, with operating hours from Sunday to Thursday, 11:00 a.m. to 10:00 p.m., and Friday to Saturday, 11:00 a.m. to 11:00 p.m. This decision followed a discussion about the town's outdoor seating policy, ADA compliance, and the role of the Planning Board versus the Select Board in authorizing such uses. Concerns were raised by the Planning Board regarding prior denials and ensuring public safety with the setup. The Select Board emphasized their development of a consistent policy and the building inspector's role in ensuring compliance.

Laborers Union Agrees to New Collective Bargaining Agreement with 3% Annual Wage Increase

The town is proceeding with the approval of the Collective Bargaining Memorandum of Agreement (MOA) for FY27-29 with the Laborers Union Local 1162. The three-year contract includes a 3% annual wage increase, consistent with other bargaining units. Key changes in the MOA involve addressing employee steps by adding an additional step after six years of employment and lowering service requirements for top steps. Stipends for longevity, cell phone, meal allowance, and clothing have been rolled into base wages, which has accounting benefits and increases the base wage for recruitment. Language changes were made for consistency in bereavement, sick, and vacation leave. Additionally, two clerical positions within the laborers' bargaining unit will be moved to the clerical union (TUSCA) when they become vacant. The MOA was ratified by 100% of the union membership.

Scituate Faces Water Shortage Despite Rainfall; Restrictions and New Infrastructure Projects Underway

The town is experiencing significant water shortages, with reservoirs at minus 5.5 and Tech Factory Pond at minus 1. Two water restrictions are in place: no drought irrigation systems and handheld hose use only before 9 a.m. and after 5 p.m. The town has been issuing warnings for violations, with tickets expected after July 1st. Water demand has increased to 1.73 million gallons per day. Despite recent rainfall, the town is still in a deficit of over 9 inches of rainfall for the year. The water department is adjusting staffing to monitor water system demand, especially during peak irrigation times. Residents are encouraged to sign up for the Smart 911 alert system for water-related updates. A new water line is being installed to move water from a well to the reservoir, a project expected to take several weeks.
