John Lucas Appointed as Planning Board Associate Member
The Select Board and Planning Board jointly appointed John Lucas as an associate member of the Planning Board. This position, established by a zoning bylaw amendment allowing for an associate member to sit on the board for special permit hearings when fewer than five members are present, is a three-year term. Lucas, a former Planning Board member, will serve in this capacity. The appointment was made unanimously by both boards.
Emergency Water Conservation Notice Issued Due to Drought Conditions
The Abington-Rockland Joint Water Works issued an emergency water conservation notice, implementing a Step 4 water use restriction. Residents and businesses are asked to immediately stop all non-essential outside water use due to drought conditions and difficulty meeting current water demand. The notice also requests residents to report any observed leaks, puddles, or unusually high stream flows to the Water Department for investigation.
Community Events and Volunteerism Highlighted as Crucial for Town Spirit
Select Board Chair Mike Childs reflected on the significance of community events like Rockland Day, the holiday stroll, and Fall Fest, noting their role in filling a void after the carnival ceased. He emphasized that these events, and community spirit in general, are focused on future generations and that volunteers contribute to making Rockland a special place. He also mentioned the town's exemplary safety record at Rockland Day events, thanks to the police department's efforts.
Select Board Approves $2 Million Bond Anticipation Note for Water Treatment Plant Upgrades
The Select Board approved the sale of $2 million in general obligation bond anticipation notes to Fidelity Capital Markets. These notes, with a 4% interest rate and maturing on October 23rd, 2026, are part of a previously authorized $13 million for joint water works, specifically for upgrades at the Hannigan treatment plant. This borrowing will be matched by $2 million from the town of Abington. The board also ratified and approved related documents, including the notice of sale, official statement, an advance disclosure undertaking, post-issuance tax compliance procedures, and confirmed the authority of the town treasurer and select board to execute these actions. All votes were passed unanimously.
Concerns Raised About Speeding on East Water Street
Select Board Chair Lori Childs announced concerns received about speeding on East Water Street, particularly around the four-way stop. Residents have reported vehicles traveling at high speeds and disregarding the stop signs, prompting a call for drivers to slow down to prevent potential accidents.
