Resident Urges Installation of Safety Barriers on Riverwalk After Drowning Incident

Laura Toner, an employee of the city, urged the council to install physical safety barriers, such as fences or guardrails, along the riverwalk near the games park. She recounted a drowning incident three years prior and stated that despite previous requests, no meaningful barriers have been installed. Toner emphasized that while life rings and emergency response are important, preventive measures like physical barriers are the most effective first layer of protection. She noted that other communities have implemented such safety measures and urged the council to find funding for these improvements, highlighting that protecting human life should be a priority.

The council moved to discuss Ordinance Number 30007, which was to be moved to the July 13th agenda due to insufficient council members present. Following this, the consent agenda was approved, which included a manufacturing exemption for Pepsi Bottling Ventures LLC (Resolution Number 3475), the appointment of Alina Wright to the Public Art Committee, and the appointment of Haley Barlo to the Disability Advisory Committee. Resident Warns of Tax Increases and Union Influence Via Collective Bargaining Ballot Initiative

During public comment, a resident expressed concerns about unions attempting to force city residents to adopt collective bargaining through a ballot initiative. The speaker stated that this initiative would raise taxes and benefit employees who do not live in the city, disproportionately burdening city taxpayers. The speaker also criticized campaign donations received by council members Michelle Gregory and Angela Blake, linking them to union influence and potential conflicts of interest, while commending April Renee Jackson for prioritizing taxpayers. The speaker also requested an increase in public comment time from three to six minutes.

Residents Urge City Council to Prioritize County Fire Service Agreement and Reimbursement Negotiations

Public commenters Joe Venosa and Robert Taylor urged the City Council to prioritize negotiations for a new fire service agreement with the county, highlighting that the city is historically underreimbursed for services provided to county residents. A SWAT analysis by Chief Frampton suggests the city should receive $5 million annually. They expressed concern that the county executive's proposed budget reduces funding. The commenters also advocated for the city to address the tax differential and pursue disparity grants or direct rebates from the county for services rendered. Taylor suggested sending questionnaires to county council candidates regarding these issues before the upcoming election.

Salsbury Community Development Corporation Formed to Revitalize City Gateways and Corridors

Mike Dunn presented the formation of the Salsbury Community Development Corporation (SCDC), a nonprofit 501c3 aimed at revitalizing communities by improving gateways and corridors. The model is based on the Ocean City Development Corporation. The SCDC will focus on beautification and shared public spaces, coordinating public and private partners for landscaping, signage, and identity improvements. They are not seeking city funding but will approach the banking community for the Community Reinvestment Act. The SCDC is a recognized entity by the Maryland State Department of Assessment and Taxation and is in the process of obtaining 501c3 status from the IRS. Initial focus areas exclude the downtown development area due to ongoing litigation. The first board meeting occurred, with Chris Eckleston as chair. They plan to hire a part-time executive director. Future phases will expand to other corridors like Route 13 and Route 50, prioritizing based on funding and community readiness. The SCDC aims to unite aesthetics, function, and civic pride under one brand identity for Salsbury's renewal. They plan to establish community advisory boards and noted existing city improvements on Fitzwater Street.
