Union Alleges Retaliation Against Public Works Employees Following Unionization
Reggie Davis, representing the Utility Workers Union of America, addressed the council regarding alleged unfair treatment of public works employees following their union selection. He cited the discharge of one union supporter, the termination and discipline of another on dubious grounds, and the cancellation of cost of living increases for hourly public works employees specifically because they chose union representation. Davis stated that labor board charges have been filed and will continue to fight retaliatory actions, urging the city to end this conduct and pursue a constructive relationship. [cite: 11-32]
Milford Corporate Center Project Extended; Retainage Reduced Amidst Council Debate
The council approved Change Order Number Five for the Milford Corporate Center Phase 1 project, extending the contract completion date by 49 days to August 28, 2026. This extension is due to delays in Verizon telecommunication line relocation and electric conduit construction. Additionally, the council authorized the reduction of retainage held on the George and Lynch contract from 6% to 3%. This decision was debated, with some council members expressing concern about reducing retainage before project completion and the potential bond amount for the one-year guarantee. The motion to reduce retainage passed 4-3. [cite: 178-308]
City Council Approves Three-Year Audit Contract with ZNA
The council voted to accept the finance department's recommendation to engage ZNA for a three-year audit contract. ZNA was selected from multiple respondents based on a scoring process that considered qualifications, experience with similar municipalities and utilities, and price (25% of the scoring equation). The finance committee unanimously recommended ZNA. [cite: 150-176]
Update on Deep Branch Park Phase 1 Construction Activities
Brad Denny, Parks and Recreation Director, provided an update on Phase 1 of the Deep Branch Park project. Council had previously voted to move forward with Phase 1. The preliminary site plan was approved, and agency approvals, including from Sussex County Planning and Zoning, are being sought. Phase 1 will involve entrance construction, sub-base, curb, parking lot, sidewalk, a stone trail around the perimeter, pond excavation (stormwater pond), stabilization of topsoil, pipe outfall, grinder pump, force main, water service for potential bathrooms, landscape buffering, privacy fencing, and a remote-operated gate. Soil borings are required for stormwater design approval. The project is planned to go to competitive public bidding after agency approvals. [cite: 113-145]
