Capital Improvement Projects Update: Parks, Roads, and Utilities Progress
An update was provided on several capital improvement projects. Rotary Community Park renovations are underway with a contractual completion date of March 5, 2027. The Bay Outfall extension project, which began in February, is scheduled for completion in October, with a pause from April 1 to September 1 for environmental protection. Reconstruction of Ridgewood Avenue is complete, with minor punchlist items remaining. David Douglas Senior Memorial Park renovations are awaiting lease agreement execution with the Army Corps of Engineers before proceeding to the design phase. The Lower Township Public Works Building is under construction, with foundation work progressing. The Clem Mulligan Sports Complex storm sewer pump station is nearing operational status, anticipated for next week. Survey work is in progress for Lincoln Boulevard and Arctic Avenue storm sewer replacements, with bid openings and DEP authorization completed for Arctic Avenue. Resurfacing of various streets in Diamond Beach is complete, with minor punchlist items outstanding. The fiscal year 2026 NJDOT resurfacing of Francis Avenue is in the survey phase, moving towards design. A concern was raised about the Stormwater GIS mapping services, which started in 2023 and is anticipated to conclude soon, with data collection complete and finalization for DEP submission underway.
Persistent Issues with Village Road Beach Entrance Unaddressed
During public comment, Terry Sanoviero raised concerns about the persistent erosion and lack of a long-term plan for the Village Road beach entrance, which has been an issue for 11 years. Despite a previous action plan and completion date being met for its opening last year, the entrance was damaged again over the winter. He was informed that there is currently no short-term or long-term plan for this access point. While current efforts involve replenishing the dune, a preliminary approval exists for a bulkhead with steps, but not a ramp, due to space limitations. The emergency access has been moved to Wildwood Avenue. Mr. Sanoviero also questioned the removal of 'no parking' signs at Village Road if it's no longer an emergency entrance. He expressed disappointment that despite significant improvements in other areas like the pickleball courts and other beach entrances, the Village Road entrance remains unaddressed.
Council Commends Staff, Highlights Community Initiatives and Tax Collection Success
During the council conference, Councilman Wareham emphasized his role in advocating for Ward 2 residents and commended the manager and various departments (Rec, Public Works, Engineer, Solicitor) for their significant efforts and concessions in addressing the pool situation and managing five major projects in Ward 2. Councilman Roy thanked residents for their input, stating that their concerns were heard and led to positive results, and encouraged continued communication. Mayor Sipple acknowledged the hard work of the township staff and council, emphasizing unity and community involvement. He also highlighted the taxation department's achievement of a 99% collection rate, commending Kathy Brown for her efficient handling of the tax lien sale. The Mayor also announced the Independence Day celebration details and the Children's Assistance Fund event. He noted that some funds from the Cape May County 250th celebration grant are being used for these summer events.
Council Updates: Pool Opening, Community Events, and Safety Reminders

Deputy Mayor Coombs congratulated graduating students and echoed the safety reminder. Mayor Sipple announced the Independence Day celebration on July 3rd with extended rides, vendor setup starting at 3 p.m., fireworks around 9 p.m., and a moved barge location for better Bayfront visibility. He also mentioned upcoming concerts at the Cape May Lower Ferry Terminal starting July 8th and the Children's Assistance Fund event on August 12th, which includes bands and a drone show to raise money for children's needs. He noted that some of the 250th celebration grant money is being used for these events.
Students Recognized for Community Handwashing Station Project
The Lower Township Council recognized two students, Grace DeMatis and Noran Mustafa, for their work in developing and implementing a handwashing station for the underserved community. The project, which received funding from the Kiwanis Club, involved collaboration between the school, the MUA, and Lower Township. The handwashing station is located on township property behind a pump station on the bike path in Erma, near the Pantry One store. The MUA will handle weekly water refills, and signage indicates the water is non-potable and intended for handwashing only. The project provided the students with valuable experience in navigating government processes and inter-entity cooperation.
