Council Approves $10,000 Special Appropriation for Police Travel Expenses
The Richmond Common Council approved Resolution 172026, a special appropriation to amend the 2026 budget. This resolution allows for $10,000 to be allocated to the police department for travel expenses, to be charged to a US Bank credit card. The finance committee recommended passage as presented, and the council approved it with two members voting 'I' and one member absent.
Uranus Fudge Factory Rezoning Ordinance Engrossed Amidst Water Line Concerns
Ordinance 18-2026, concerning a zoning map amendment for 6412 East National Road from institutional to general commercial to expand the Uranus Fudge factory operations, was discussed. Concerns were raised regarding a water line issue affecting four properties and the functionality of fire hydrants, particularly on the IMPA Solar Park property. The planning director clarified that the water line issue is separate from the rezoning request. The council voted to engross the ordinance.
Council Approves Whitewater Gorge Project Agreement and Food & Beverage Project Dashboard
The council discussed Resolution 182026, a public-private agreement for the Whitewater Gorge project, authorizing a build-operate-transfer agreement with GM. Denise Ruts, park superintendent, presented a dashboard detailing food and beverage projects funded by a bond anticipation note, outlining project status, budgets, bids, spending, and funding sources. Council members discussed including maintenance dollars and the potential use of AI security. The resolution was approved.
Jerry Turner Appointed to Wayne County Land Bank
Council member Jerry Turner volunteered to serve as the council's representative to the Wayne County Land Bank, citing his background in redevelopment and planning. His nomination was seconded and closed, with no other nominations presented. Turner was subsequently appointed to the position.
Condominium Development Rezoning Tabled for Independent Traffic Study
Ordinance 2526, a zoning map amendment for 19.25 acres at 3430 Bachmeire Road from institutional to multi-family residential (M1) to build a condominium complex, was discussed. Concerns about traffic impact on Bachmeire Road led to tabling the ordinance. The landowner's agent requested another tabling to prepare a written commitment for an independent traffic impact study. The council agreed to table the ordinance until the July 6th meeting, with the developer committing to incorporate study recommendations into their plat application. Both the Smith Hill and this project's traffic studies will provide extensive data.
