Redmond City Council Approves FY2025-2026 Budget Adjustments
The City Council adopted Resolution 2026-13, making several budget adjustments for the fiscal year 2025-2026. These adjustments include increasing the engineering fund to cover increased third-party materials testing fees due to higher-than-budgeted development activity, incorporating county reimbursement for paving on Coiner and Purcell streets related to the wetlands project, and allocating funds for arbitrage compliance services for the geo-debt service fund. These are administrative adjustments to align the budget with actual expenditures and revenues, with fund balance available to cover any deficits.
Redmond Airport Plans New De-Icing Apron to Enhance Operations and Capacity
The City Council approved a task order for preliminary design of a de-icing apron at the Redmond Airport. The project aims to improve the safe removal and treatment of aircraft de-icing fluid, increase overnight aircraft parking capacity, alleviate operational constraints, and support future airport expansion. The current airport has 11 overnight parking spots, but one is lost due to ongoing construction, leading to aircraft being towed, which takes about an hour each way. The proposed de-icing apron would add capacity and allow for more efficient de-icing operations. The preliminary design contract is for $375,000, with the overall project estimated to cost between $12 and $20 million, to be funded by FAA grants.
Redmond Airport Terminal Expansion to Feature Six New Public Art Installations
The City Council approved awarding six contracts for public art projects related to the Redmond Airport terminal expansion. The total contract amount is $639,393. A selection panel, comprising nine members from various organizations, reviewed over 300 proposals from 181 artists. The selected artworks aim to reflect regional relevance, enhance passenger experience, and integrate with the airport's architecture. The artworks will be installed in phases, with completion expected by the airport's grand opening in November 2027. The project utilized a budget of $1 million, with approximately $640,000 allocated for the artworks and contingency.
Redmond Police Department Contracts Axon for American-Made Drones to Enhance Public Safety
The City Council approved a five-year contract with Axon Enterprises, Inc. for the Redmond Police Department's Unmanned Aircraft System (UAS) program, costing $410,782.16. This contract ensures the use of American-made Skydeo drones, complying with new federal regulations like the American Security Drone Act. The drones will enhance capabilities for patrol, search and rescue, and active threat response, particularly in undeveloped areas bordering public lands. The contract includes full replacement of the six drones at 30 months, warranties, and customer support. The initial two years of the contract will be funded by $100,000 previously approved from general operating fund reserves. The drones are primarily used for active police calls and are not 'flock cameras,' requiring a lawful reason for deployment.
Redmond Council Reviews Proposed Wastewater SDC Increase to $8,085
The City Council received a presentation on the updated wastewater system development charge (SDC) methodology. The proposed new SDC is $8,085 for a 5-8 inch meter, an increase from the current $5,362, which has not been adjusted since 2008. The increase aims to fully fund necessary capital improvement projects for the wastewater system over the next 20 years, including treatment plant upgrades and collection system improvements. The presentation detailed the methodology, including reimbursement and improvement fees, growth projections based on Portland State University forecasts, and comparisons to other jurisdictions. A formal adoption hearing is scheduled for July 14th, with potential implementation 30 days after adoption. Council discussed options for a phased implementation to avoid negatively impacting developers and homeowners.
