Utility Customer Assistance Program Expanded to Aid More Low-Income Residents
The city council approved a resolution to expand the utility customer assistance program (UCAP). This program, initially offering a 50% reduction on wastewater charges for low-income families, was expanded in 2020 to include water charges as well. The proposed revision adjusts the eligibility criteria, increasing the income threshold. Historically, eligibility was set at 185% of the Department of Health and Human Services poverty guidelines for a household of two, equivalent to $40,034 annually. The proposed change sets a minimum household size of two for eligibility, allowing single individuals to qualify under the two-person guideline to avoid negatively impacting current enrollees. For households of three or four, the income threshold is raised to $61,050. The program is residential only. The expansion is expected to result in a modest rate revenue reduction, with an estimated 25 new enrollees factored into the rate model, and a six-month check-in planned to assess the impact.
City Council Reviews Progress on Key Goals, Highlights Park and Infrastructure Achievements
The city council received an update on the progress of their stated goals. Key accomplishments highlighted include the completion of construction on Deer Point Park, the adoption of the Development Allocation Program (DAP) to develop a clear policy for ERU allocation, and the adoption of the facility plan amendment for wastewater projects. Several wastewater projects, including UV upgrades and pump station expansion, are nearing completion and are expected to be finished by the fall, which will trigger the release of 190 ERUs. Future updates will include the Pleasant Street Master Plan in September, a municipal code update in August, and discussions on DeBargo Road transportation improvements. This included updates on the design and upcoming construction of ADA ramps along Highway 211, with work expected next summer. The council also addressed concerns about the impact of ODOT's work on local roads, particularly Highway 26, and the need for better coordination and communication between the city and ODOT contractors. There is a plan to present a speed reduction initiative for Highway 26 to ODOT, arguing that the current speed limits, set in 1981, are no longer appropriate due to significant residential and commercial development. The city is also exploring the potential for a park shuttle service to promote public transit usage and highlight local parks, with plans to add routes to specific parks throughout the summer.
City Council Approves Master Fee Schedule Updates and Utility Rate Adjustments
The city council reviewed and approved updates to the master fee schedule, which included inflationary increases for various services and a proposed adjustment to water and wastewater rates. The planning and building fees will see a 2.6% increase. Public records request fees were updated to reflect administrative and executive time, with legal review billed at cost. Public works saw an increase in the meter installation fee to $815. Police department fees for reports, fingerprinting, and background checks are also being updated, with a new no-charge fee for victims requesting police reports. Parks and Recreation fees for renting spaces at Deer Point Park were also addressed. The most significant discussion revolved around water and wastewater rates, with proposed increases of 7% for water and 12% for wastewater, which are lower than initially budgeted due to project cost reductions. These increases are necessary to cover debt service obligations and maintain compliance with loan agreements.
