Council Reviews Design Funding for New 343 Reservoir Project
The council considered an amendment to a professional services agreement for the 343 Reservoir Project. The amendment, totaling $664,200, will fund the design engineering phase for a new two-million-gallon above-ground water tank. This new tank will replace the existing Butler Reservoir, which has reached the end of its useful life. The project is intended to improve system capacity and storage, support future growth, and aid in the development of the North Shore sub-area. Public engagement and coordination with the school district regarding visual changes are planned. The item is recommended for the July 6th consent agenda.
Council Members Share Updates on Regional Transit, Infrastructure, and Community Events
Council members provided various updates and comments. Council Member Hyde discussed C-TRAN's 2040 long-term planning, noting that expenses are projected to exceed revenues by 2030, requiring focus on service and funding scenarios. He also thanked staff for detailed responses and congratulated Sergeant Hadley. Council Member Eshghi provided updates on the I-5 bridge project, noting the amendment to exclude small cities from financial obligations for light rail did not pass, but the bridge will include space for light rail. He also mentioned Washougal received federal funding for a 32nd overpass, but faces a deadline to obligate funds. He attended the Port of Camas-Washougal airport master plan open house, a police department tour, and the Camas Art and Music event. Council Member Sawarch voiced strong opposition to mandatory light rail for the I-5 bridge project, advocating for alternative high-capacity options and suggesting that delaying federal funding is acceptable if it means avoiding light rail. Loading Zone Request for Northeast Dallas Street Under Consideration
The council discussed a request to designate a loading zone on Northeast Dallas Street. The owner of Red Door Gallery requested the southernmost parking space between 4th and 5th Avenues on the west side of Dallas Street be designated as a 24/7 loading zone. Staff notified nearby businesses and the Downtown Camas Association (DCA). Similar loading zones typically operate from 9:00 a.m. to 6:00 p.m., Monday through Friday. The DCA and staff recommend the 9:00 a.m. to 6:00 p.m., Monday through Friday, timeframe. The Parking Advisory Committee also recommended this limited timeframe. Staff recommended presenting a resolution with the Parking Advisory Committee's recommendation at the July 6th meeting.
Council Considers Ordinance Update on E-bikes and E-motorcycles in Parks
The council is considering an amendment to the Camas Municipal Code regarding motor-driven vehicles in parks, specifically addressing e-bikes and e-motorcycles. The amendment aims to align with state statutes and address resident concerns about high-speed conflicts. It clarifies e-bike classifications (Class 1, 2, 3) and differentiates them from e-motorcycles, which are treated as regular motorcycles under state law. The proposed amendments include clarifying that electric-driven vehicles are motor-driven vehicles and classifying Class 3 e-bikes as motor-driven vehicles, thus prohibiting them in the park system. This aims to enhance enforcement leverage, reduce collision risks, and improve public messaging. Challenges include enforcement difficulties and public education. The ordinance is proposed for the July 6th meeting. Discussions highlighted concerns about the subjectivity of 'excessive noise' and whether the amendments effectively address e-motorcycle issues versus e-bike issues.
City Council Receives Updates on Infrastructure, Property Donation, and Staff Transition
