State Funding Cuts to Impact Local Public Health Services, Data Systems
Dr. Alan Melnick, Public Health Director, provided an update on foundational public health services cuts from the State Department of Health that will impact local health jurisdictions. One cut involves the contract for after-hours calls to the Poison Control Center, which will require local jurisdictions to contract directly starting August 1st. For Clark County Public Health, this is expected to be a minimal cost increase, estimated at $5,000 annually, as they already have internal after-hours coverage for most notifiable conditions. Another reduction affects community health data systems managed by the state, which may impact several statewide surveys used for community health assessments and planning.
YWCA Domestic Violence High-Risk Victim Program Loses State Grant Funding
The Public Health Advisory Council (FAC) unanimously voted to bring forward concerns about the loss of a state grant to the YWCA, which supported a program identifying and assisting high-risk domestic violence victims. The $90,000 grant from the Department of Commerce was not renewed for Clark County and will be redirected to other counties for pilot programs. Prior to the program, Clark County had 13 domestic violence-related homicides in a year; since the program's implementation, there were three. The program also provided valuable information to law enforcement. The FAC views the loss of this program as a public health concern.
Public Health Unveils Expanded Place-Based Strategy to Address Health Disparities Across County
The Board of Health received an update on place-based public health work, focusing on the Fourth Plain neighborhoods and introducing a new framework to expand this work to other areas of the county. The presentation detailed the history, impact, and funding of the Fourth Plain Coalition's efforts in safe streets, affordable housing, and economic opportunity, highlighting achievements like the Fourth Plain Commons development and the community advisory committee. The new framework, 'Prioritizing Places,' identifies six additional neighborhoods for potential future focus based on data analysis of poverty, education, and racial demographics. Presentations also touched on the challenges of community development without displacement and highlighted ongoing efforts by the City of Vancouver to address these concerns.
Youth Representative Removed from Public Health Advisory Council Due to Absences
The Board of Health discussed the removal of a youth representative from the Public Health Advisory Council (FAC) due to excessive unexplained absences, as per council bylaws. The current youth representative has missed more meetings than allowed, and attempts to contact them have been unsuccessful. The board was asked to approve the removal so a new youth representative can be recruited. The board also addressed an agenda item from the FAC regarding the loss of a state grant for a YWCA domestic violence program, recognizing it as a public health concern.
