Contract Approved with Allegheny Cleanways for Illegal Dumping Remediation
The municipality approved a resolution authorizing a contract with Allegheny Cleanways for the remediation of illegal dumping sites. The municipality will provide garbage and debris hauling, not to exceed $9,500. Council members expressed enthusiasm for the initiative, highlighting the limitations of volunteer anti-litter groups in handling large-scale dumping and the need for organized efforts. One council member suggested incorporating beautification efforts, such as planting flowers or gardens, at cleaned sites to deter repeat offenders. The resolution was approved by a vote of 4-0.
Support for Highland Park Bridge Project and Local Traffic Calming Measures
The municipality submitted a letter to the US Department of Transportation supporting PennDOT's grant application for the Highland Park Bridge preservation and interchange reconstruction project. This project could lead to significant improvements along the Butler Street/Washington Boulevard corridor and the bridge itself. Additionally, the municipality is working on traffic calming measures for local neighborhoods to address speeding and drivers disregarding stop signs. Ideas are being developed at a reasonable cost, and grant funding from the multimodal program is being sought for further measures like pedestrian crosswalks and "speeding signs." These efforts aim to reduce speeding and improve safety without additional cost to the municipality.
Upcoming Road Improvements by PennDOT and Local Public Works
PennDOT has scheduled major road work for 2026 on Shannon Road, Pakita Road, and Saltsburg Road (from Leechburg Road to New Texas in PlumBO), including base repair, drainage, paving, new guide rails, and updated pavement markings. In 2027, further PennDOT improvements are slated for Verona Road, Saltsburg Road (from Verona Road to Halton Road), Leechburg Road, and part of Halton Road, with similar repairs. These projects are currently out to bid. Additionally, the Public Works department is continuing patching and making smaller paving repairs throughout the community, having recently completed work in the Anthon Drive, Gland Drive, and Charleston Drive area. Larger paving contracts are out for bid, with Tresco scheduled for summer work.
Agreement with PennDOT Approved for Sewer Line Relocation on State Route 2058
The municipality approved a resolution authorizing an agreement with PennDOT to incorporate utility work for the relocation of a sewer line associated with State Route 2058, section A-12. This relocation is necessary to accommodate road and stormwater repair work. By coordinating with PennDOT's contracted work, the municipality expects a cost savings. The resolution was approved by a vote of 4-0.
Keystone Grant Application Approved for Penn Hills Library Improvements
The municipality approved a resolution authorizing the execution and submission of a Keystone grant application for $755,579 for renovations and building improvements at the Penn Hills Library. This resolution is a repassage for administrative reasons, as the original approval occurred in 2025 but faced issues with state execution due to administrative changes. No additional funds are being sought; it's a matter of ensuring administrative soundness for the existing grant. A potential COG liability of over $4 million was discussed, but the finance director confirmed sufficient funds exist to meet the grant's matching requirements. The resolution was approved by a vote of 4-0.
