The Paterson City Council considered Item 7.1, which involved adopting resolutions 2026-38, 39, and 40, ordering the levy and collection of assessments for Benefit Assessment Districts (BADs), Landscape Maintenance Districts (LMDs), and CSA 15 for fiscal year 2026-27. Paterson City Council Advances One-Cent Sales Tax Measure for Public Safety and City Services to November Ballot
The Paterson City Council voted to place a one-cent general purpose sales tax measure, the Paterson Public Safety and City Services measure, on the November 3rd, 2026 ballot. This measure is proposed to generate approximately $9 million annually to address structural funding gaps and provide long-term financial sustainability. The identified needs include improving water quality and reliability, enhancing 911 fire and police response times, and repairing streets and potholes. Police Chief Casey Hill stated the department operates at a 1 to 1,000 sworn officer to population ratio and needs to increase staffing, particularly during graveyard hours and for proactive work against sexual predators and human trafficking. Fire Chief Jeff Cola noted that the department is understaffed for a two-story residential fire according to NFPA guidelines (recommending 14 firefighters, currently staffed with 6 plus a chief officer) and aims to increase staffing to 10-12. He also highlighted that road conditions impact emergency vehicle response. The proposed tax would increase the total sales tax rate from 7.875% to 8.875%. The measure includes accountability provisions such as a citizens' oversight committee, annual independent audits, and public reporting. The city's financial reality includes rising costs, slow revenue growth, increasing service demands, and uncertainty from state and federal funding.
Paterson City Council Advances Housing Element Implementation with Zoning and Land Use Amendments
The Paterson City Council reviewed proposed amendments to the General Plan Land Use Element and municipal code, along with a policy prioritizing water/sewer service for affordable housing. These changes are driven by the recently adopted sixth cycle housing element and state legislative requirements aimed at increasing housing production. Key amendments include increasing residential densities, building heights, and reducing setbacks and parking requirements in certain zones (High Density Residential, Neighborhood Commercial, Downtown Core) to facilitate multi-family and affordable housing. A new policy prioritizes water and sewer allocation for affordable housing projects if capacity is limited. The council adopted Resolution 2026-41 and introduced Ordinance 888 for first reading.
Paterson Reviews 2025 Urban Water Management Plan Update Amidst Changing Supply Landscape
The Paterson City Council received an overview of the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP) update. The UWMP is a required long-range planning document evaluating water demands, supplies, and reliability over a 25-year period. Paterson City Council Calls for November 2026 Municipal Election and Reaffirms Governance Guidelines
