Council Approves Larger Signage for Sprouts Farmers' Market
The city council approved a specific plan amendment and a conditional use permit (CUP) for the installation of three wall signs for the Sprouts Farmers' Market grocery store. The amendment allows for wall signs up to 250 square feet with a CUP, deviating from the standard 100 square feet in most city areas. The approved signs include two at 193.7 square feet and one at 140.1 square feet. The amendment and CUP are considered exempt from CEQA. The store is located at the southwest corner of Ellistown Drive and Corral Hollow Road.
Council Discusses Fleet Transition to Clean Energy, Highlights Need for Infrastructure Plan
During a discussion on transitioning the city's vehicle fleet to cleaner energy, Councilmember Transeven pointed out that the transportation transition audit from years prior had a detailed timeline. She inquired about the number of vehicles in the report and the progress towards the state mandate of transitioning to cleaner energy vehicles. The Assistant Director of Operations for Public Works stated that the goal was moved up to 2040 and they are working through the program. It was noted that the city has transitioned only three vehicles to clean energy to date, out of an estimated 400-500 vehicles. Councilmember Transeven expressed concern about meeting the state mandate and requested that the item be brought back for future discussions on how to ensure a realistic transition pace, including the necessary EV charging infrastructure. The council agreed to continue the item to allow staff to present a plan for EV charging and fleet transition.
City Updates ADU Ordinance to Comply with State Law, Allowing More Units
The city council repealed and replaced its Accessory Dwelling Unit (ADU) ordinance to comply with new state laws. The updated ordinance allows for multiple types of ADUs on single-family lots, including converted, attached, and detached new construction ADUs, and removes all off-street parking requirements for certain ADU types. It also relaxes development standards for some ADUs. A new category, Junior ADUs (JADUs), is introduced, which can be created within the walls of existing or proposed single-family residences with a maximum of 500 square feet. For multifamily buildings, the ordinance allows up to eight detached ADUs per existing development (not exceeding the number of primary dwellings) and up to two detached ADUs for proposed developments. It also permits the conversion of non-habitable space in existing developments, up to 25% of existing primary dwelling units. The ordinance is exempt from CEQA.
City Adopts Ordinance to Regulate Parking of Oversized Vehicles and Trailers
The city council discussed and adopted an ordinance (Chapter 3.60 of the Municipal Code) to regulate the parking of oversized vehicles and trailers on public streets. The ordinance aims to enhance public safety, protect public health by preventing improper waste disposal, and improve the quality of life by regulating parking. Key provisions include a 72-hour parking limit on public streets, alleys, or city lots, after which vehicles must be moved 1000 feet and cannot return for 24 hours. Exemptions are provided for emergencies, official vehicles, active loading/unloading, service vehicles, and special events. Enforcement will involve citations and towing, with escalating penalties for repeat violations and a right to appeal. The ordinance is considered exempt from the California Environmental Quality Act (CEQA). Following adoption, a 30-day education campaign will precede enforcement.
City Approves Annexation of 1350 Acres, Including Rezoning and General Plan Amendment
The city council approved a city-initiated annexation of approximately 1350 acres into its sphere of influence, adjacent to the southwestern boundary of the Cordes Ranch Specific Plan area. This annexation includes a pre-zoning proposal for 350 acres to be rezoned as light industrial, with an exception for highway services for an existing commercial development. Additionally, a general plan amendment was approved to change city-owned properties from a 'Park' designation to 'Public Facilities' to accommodate future civic uses like substations or transit facilities. The annexation and associated actions are considered consistent with the city's General Plan EIR, and no further environmental review is deemed necessary under CEQA.
