Terrence Davis Appointed Acting City Manager with Approved Compensation Increase
The City Council discussed and approved a resolution establishing temporary compensation for Terrence Davis during his service as acting city manager. The resolution formally documents his appointment and recognizes the additional responsibilities he has undertaken. The council approved an 8% increase above his current assistant city manager salary, effective June 16, 2026, with an additional 3% salary increase effective July 1, 2026. This increase aims to compensate for his expanded duties and reflect standard salary adjustments. The total compensation was calculated to be $23,693.41 per month. The motion passed with a majority vote.
Brentwood Adopts Objective Design Standards to Guide Residential and Mixed-Use Development
The City Council reviewed and discussed proposed text amendments to the Brentwood Municipal Code regarding the adoption of objective design standards for residential and mixed-use development. The standards, developed with JZMK Partners, aim to streamline housing approvals, protect community character, and ensure high-quality design. Key revisions include removing the contemporary architectural style as a standalone option, increasing objectivity in architectural styles, refining roof materials and types, removing synthetic composite roofs, clarifying terminology, adding noise attenuation standards, and revising landscape sections for fire-prone areas. The council also discussed adding shade structure requirements for playgrounds and clarifying rules on electric transformers and flat roofs. The ordinance, including amendments for electric transformers and shade structures, was introduced and passed.
Brentwood City Council Approves Two-Year Operating Budget Amidst Public Scrutiny on Salary Allocations
The City Council reviewed and adopted the 2026-27 and 2027-28 operating budget, which includes amendments and salary schedule approvals. A public commenter expressed concerns about the budget not explicitly funding salaries for specific positions and questioned the process. Council members thanked staff for their work on the budget.
Heron Park Playground Replaced with New Nature-Themed Structure, Completed Under Budget
The City Council reviewed and accepted the work performed for the Heron Park Playground Replacement project (CIP 35252455). The original playground, built in 2006 with a ship theme, was showing significant wear and tear and was replaced with a new nature-themed playground. The new structure includes two separate play areas for different age groups (2-5 and 5-12 years), musical and sensory play amenities, and two large slides. Existing swings were refurbished, and an ADA-compliant swing is on order. The project was completed under budget at slightly over $403,000, with funding from the Parks and LLAD Replacement Fund. The notice of completion was filed with the county.
Brentwood Adjusts Parks and Recreation Fees, Aligns CPI Adjustments with Seasonal Operations
The City Council considered and adopted amendments to the City of Brentwood's cost allocation plan and schedule of city fees. Key changes include adjusting the timing of consumer price index (CPI) adjustments for recreation fees to take effect on November 1st instead of July 1st to align with seasonal program operations. Facility rental fees will see a 2.274% CPI increase, part of a five-year phase-in for deferred COVID-era adjustments. Recreation program fees will remain unchanged. A new daily rental fee for the Second Street Event Lot was introduced. The refundable damage deposit for the Brentwood Family Aquatic Complex was corrected to $750. Bingo permit fees remain exempt from CPI increases. The proposed amendments were found not to be a project under CEQA.
