United Pavement Maintenance Awarded Contract for Measure L Road Rehabilitation Project

The council adopted a resolution accepting a bid and awarding a contract to United Pavement Maintenance for the 2026 Measure L Road Rehabilitation Project. The project will reconstruct and rehabilitate L Street from Inyo to Kern, M Street from Merced to Kern, and sections of Tulare and Fresno between L and M Streets. This includes new asphalt, concrete pavement, aggregate base, and storm drain improvements. A significant dip on L Street between Merced Street and Kern will also be repaired. The project is expected to begin in mid-July and take two to three months to complete, with phased work allowing local resident access, though L Street between Inyo and Merced will be fully closed. Signage indicating Measure L funds will be installed. Conversations have been held with local businesses, including Saputo, regarding potential disruptions.

Public Nuisance Declared at 1507 Oak Canyon Drive; Abatement Ordered

The council conducted a public hearing and adopted a resolution declaring the existence of a public nuisance at 1507 Oak Canyon Drive, as per Newman City Code Section 91-95. The property has been vacant for approximately 3-4 months and remains in violation with uncorrected nuisance conditions, negatively impacting public health, safety, and welfare. Any abatement costs incurred by the city will be recovered through a property lien. The council decided to initially focus on abating the front of the property while continuing to analyze the back, potentially involving the fire department.

City Addresses Mosquito Abatement Concerns and Provides Updates on Public Works Projects

Discussions regarding mosquito abatement and related environmental concerns were held. The city is working with Turlock Mosquito Abatement on the NEWS project for weed abatement and treating ag tailwater before it enters the river. Residents expressed concerns about mosquito prevalence near canals and irrigation areas, particularly near Sherman Park and China Island. The city is coordinating with mosquito abatement to address these issues, acknowledging that proximity to farming activities can increase mosquito populations. A presentation from Turlock Mosquito's David Haff is anticipated for August or September. The Veterans Circle project is approximately 65-70% complete in the design phase, and brick sales are ongoing.

Citations will be issued for fireworks without the seal, with a $1,000 fine for the first offense and $2,000 for subsequent offenses within the same period. The department is collaborating with the Police Department on enforcement and will be conducting SCBA flow testing within the next week or two.
