Commission Clarifies Governance, Approves Minutes, and Discusses Roles
The meeting involved extensive discussion regarding the commission's roles, responsibilities, and governance, particularly concerning meeting minutes, the process for adding items to agendas, and communication with the city council. The minutes for three past meetings were initially not approved due to concerns about their format (action items only) versus detailed discussion records, but were later approved after clarification on city policy and a revote. The commission discussed the 'review of items of interest' (E2), which was approved as a documented list of past requests. The presentation on roles and responsibilities clarified that the commission is advisory, operating under city council and staff direction, and typically communicates recommendations through action items and resolutions. The deputy city attorney, Rhonda Lucas, provided guidance on the Brown Act, ordinance changes, and the process for submitting resolutions to the city council. Commissioners expressed frustration over canceled meetings due to lack of quorum or agenda items and discussed potential solutions for improving meeting frequency, time, and the process for bringing community issues forward.
Police and City Council Addressing Bicycle Etiquette and Path Sharing Issues
Commissioner Thomas provided an update on efforts to address issues related to bicycle etiquette and the behavior of groups of young people on bikes and multi-use paths. He spoke with Lieutenant Haygood of the Merced Police Department, who confirmed that school resource officers are acting as bike patrols to educate and intervene with inappropriate path usage. The police department is also exploring additional grant funding for bicycle education and is internally developing strategies to address groups of cyclists, including those on e-bikes, regular mountain bikes, and illegal mopeds. Commissioner Thomas also discussed these issues with council members, who are aware of the problems and considering solutions, noting that bicycle behavior is covered under the California Vehicle Code. He recommended investing in traffic-grade signage ($30 per sign) and prioritizing infrastructure designs that separate bicycles and pedestrians in future multi-use path projects, suggesting a two-foot greenway divider as seen in other cities.
City Receives CARB Grant for South Merced Transportation Planning
The city is awarded a California Air Resources Board (CARB) Planning Grant, totaling over $400,000, to support community engagement and transportation planning in South Merced over the next two years. This grant aims to identify transportation needs, improve pedestrian safety, bicycle connectivity, and public transit access in underserved neighborhoods. The project, named 'Connect South Merced Safety and Mobility Planning Grant,' is designed to complement the Transformative Climate Communities (TCC) initiative, strengthening future applications for implementation funding. The grant will fund an administrative assistant position for grant administration and community engagement activities. The city council has accepted the grant, and staff will seek authorization for the new position at the next meeting. The grant's deliverable will be a comprehensive mobility and active transportation plan.
