DPW Presents Improvement Plan: New Salt Storage Building and Incinerator Demolition Planned
The Department of Public Works (DPW) presented an improvement plan focusing on phase one, which includes the demolition of the existing incinerator building and the construction of a new salt storage building. This new building is intended to meet DPW needs for decades. The plan was developed by H2M Architects and Engineers, following a 2025 feasibility study. The estimated cost for phase one is approximately \$3 million, with \$600,000 currently secured from a New York State grant. Future phases will address renovations of other areas and upgrades to administration and mechanic storage.
Strong Revenue Reported for May; Village Hall Parking Expansion Funded by State
The Building and Housing Department reported strong revenue for May, with \$25,521 total income. The top sources were building permits (\$12,760), rental permits (\$3,125), outside cafe permits (\$2,600), safety inspection fees, and zoning fees. The report also noted that the Village Hall parking lot expansion will be paid for through state-funded CHIPS money, meaning no direct cost to resident taxpayers. Discussions also touched on the financing of Phase One of the DPW improvement plan, estimated at \$3 million, with \$600,000 in grant funding secured and ongoing efforts to obtain more.
Residents Voice Concerns on Festival Logistics, Enforcement, and Traffic Planning
During the public comment period, residents raised several issues concerning village governance and operations. These included complaints about the proximity and noise from portable toilets used during the music festival, questions about enforcing planning board conditions, and a desire for a more comprehensive approach to village-wide traffic and parking issues. The village acknowledged these concerns and committed to addressing them, including reviewing noise ordinances and traffic study requirements.
Village Advances Climate Smart Initiatives and Environmental Projects
Discussions around climate change adaptation and environmental initiatives included progress on becoming a Climate Smart Community, the development of a Climate Change Adaptation and Resiliency Plan (CCRP), efforts to remove invasive fragmites along shorelines, and potential grants for restoring Little Creek to mitigate sea rise and manage stormwater. A beautification effort involving pollinator gardens and the installation of banners for the America 250 committee were also mentioned.
Traffic Study Scope and Signal Coordination Under Scrutiny
Concerns were raised regarding the scope and effectiveness of traffic studies for new developments, with a resident arguing they are often nearsighted and do not address the broader traffic and parking issues across the entire village. Discussions also touched upon the poor coordination of traffic signals on Waverly Avenue, including those outside village borders, and efforts to address this with county officials. The county is investigating potential improvements to signal timing on county roadways.
