Oral Valley Adopts 2.5% Use Tax to Fund Infrastructure and Support Local Businesses
The Town Council of Oral Valley discussed and adopted Ordinance 0-26-10, establishing a local use tax of 2.5% effective July 1, 2026. This decision follows a previous voided approval due to administrative delays by the Arizona Department of Revenue. The use tax aims to address the significant increase in pavement preservation costs, the disparity between expenditure and revenue growth in gas taxes, and to level the playing field for local businesses by removing incentives to procure outside the state. Despite concerns from one councilmember regarding the lack of an operational efficiency audit, the ordinance passed with a 4-3 vote.
Oral Valley Updates Floodplain Management Ordinance for State Compliance
The Town Council of Oral Valley approved amendments to Chapter 17 of the town code, pertaining to floodplain and erosion hazard management. These updates, recommended unanimously by the Stormwater Utility Commission and staff, are necessary to align the town's ordinance with the Arizona Department of Water Resources (ADWR) Community Assistance Visit (CAV) audit comments from January 2023. The revisions modernize definitions, improve consistency with state model ordinance language, clarify administrative and permitting procedures, and enhance alignment with National Flood Insurance Program (NFIP) and FEMA requirements. Importantly, these changes do not introduce new fees, regulatory burdens, or enforcement authorities, focusing solely on modernization and compliance.
Oral Valley Town Council Adopts Final Budget for Fiscal Year 2026-27
The Town Council of Oral Valley held a special session to adopt the final budget for fiscal year 2026-27, including a 10-year capital improvement program and the general pay plan. The final budget maintains a total expenditure limit of $127.99 million, with a projected ending fund balance of $47.85 million. The budget reflects strategic allocation of resources and remains structurally balanced. Staff will publish the budget and submit it for a distinguished budget award.
