During the public hearing for the Cactus Mine General Plan Amendment, Hubert Charles Dylan Jr., residing at 3241 West Val Vista Boulevard, expressed strong opposition. He stated that restarting the mine's operation directly threatens his 7-acre, multi-generational family property, which is the closest full-time residence to the project. Dylan is concerned about the proposed heap leach pad, planned to be within 600-800 feet of his property line, and the potential for chemical dust and impact on air quality. He questioned the placement of crushing and chemical areas near residential zones and highlighted concerns about permanent health impacts and property value depreciation. Richard Vasquez, also within 1,000 feet, questioned who determines the size of the buffer between the development and existing residences, noting that the buffer size was undetermined at the planning commission meeting.
Cassadaga Youth Commission Appointments Approved for FY 2026-2027
The City Council approved the appointments to the Cassadaga Youth Commission for fiscal year 2026-2027. The following individuals were recommended for appointment: Brinkley Barry, McKinley Carrier, Valentine Flores, Viviana Guerrera, Kale Hampton, Jacqueline Hernandez, Lily Laura, Victoria Nash, Piper O'Sullivan, Aaria Po Dexter, Lydiana Rodriguez, Damen Stinson, Eduardo Tin Tina Herro, Estston Valdez, Kendra Wilson, and Quinn Wong. The council expressed appreciation for these young adults' commitment and dedication to serving the city.
City Council Authorizes Blanket Purchase for Vehicles and Equipment Amid Supply Chain Challenges
The City Council passed Ordinance No. 3509, authorizing the purchase of replacement and new vehicles and equipment approved in the FY27 budget. This blanket purchase authorization aims to allow the city to act more promptly on purchasing opportunities amidst ongoing supply chain issues, as vendors are increasingly unwilling or unable to hold vehicles during the normal purchasing process. This approach, consistent with the city's practice over the last several years, will maximize the city's ability to acquire vehicles at the best available prices, although supply shortages and price increases cannot be guaranteed against. Staff will continue to ensure procurement follows the procurement code and stays within budget authority.
Girl Scouts Honored with Silver Award for Transforming Shed into Cat Recovery Space
Three young ladies, Zoe, Gianna, and Priya, were recognized with certificates of recognition and city pins for earning the Girl Scout Silver Award. Their project involved partnering with the Valley Humane Society to transform a donated shed into an 'perfect love shack' – a dedicated isolation and recovery space for sick cats. The project involved hands-on construction and design skills, including insulation, drywall, flooring, painting, and the addition of a mural and climbing platforms. The council commended their leadership, initiative, and commitment to making a lasting difference in the community, recognizing their efforts as outstanding examples for Cassadaga.
City Council Approves Capital Improvement Plan and Large Operating Expenditures for FY 2026-2027
The City Council approved Ordinance No. 3507, adopting the Capital Improvement Plan (CIP) for fiscal year 2026-2027. This approval allows for projects to come back to the council for specific approval via resolution, streamlining the process. Projects over $50,000 not on the approved list would still require ordinance approval. The council also approved Ordinance No. 3508, establishing the large operating list for fiscal year 2026-2027, which includes operating expenditures over $50,000. This ordinance allows for the approval of individual purchases outlined in the list, with individual resolutions for purchases over $50,000, streamlining the process and allowing projects to move forward approximately 45 days faster. Examples of these large operating expenditures include chemicals and laboratory services for the wastewater treatment facility, janitorial services, and annual licensing agreements for software.
