Dick's House of Sport Redevelopment to Revitalize Vacant Sears Space
The "Dick's House of Sport" project involves redeveloping a long-vacant former Sears space. The plan includes a two-story "experiential" Dick's House of Sport, additional two floors of non-Dick's retail, and a year-round sports facility with an outdoor arena/track and potential ice rink. The facade and parking lot will be redone, and stormwater management is a key goal, addressing the area's watershed. The project aims to accommodate future growth and changes in stormwater requirements. The development is expected to create 70-75 full-time jobs and increase mall revenue. It will also spur other development in adjacent properties. The project requires a special use permit and will have entitlements wrapped up by year-end. Full development plans are expected within a week. The redevelopment is part of a term sheet for a redevelopment agreement and a TIF established at the end of last year.
Major Road Projects Underway: 143rd Street Widening, Roundabouts, and New Traffic Signals
The 143rd Street widening project from Southwest Highway to West Avenue is in its final design stages and has secured approximately $20 million in grants. The project will expand the road to two lanes in each direction with a center left-turn lane, include a new railroad crossing, and a combined traffic signal at Southwest Highway, 143rd Street, and Union. Construction is anticipated to begin in mid-2025 and last for two years. A separate section of 143rd Street from Wolf Road to West Avenue requires an estimated $40 million for land bridges and is actively seeking state and federal funding. The oak trees at Wolf Road and 143rd Street will be preserved. Additionally, the intersection of John Humphrey Drive and 143rd Street is undergoing reconstruction to address settlement issues, including bridge replacement and intersection redesign with a new traffic signal and lighting. A new traffic signal will also be added west of Wolf Road at Creek Crossing. The Ravinia Avenue and 153rd Street roundabout project is in final design, with construction expected in early 2027 and completion in 2028, including utility relocation for a cleaner aesthetic. A multi-use path along McGinness Slough, connecting LaGrange Road to 143rd Street via Wolf Road, is also in development, forming a potential 6-7 mile loop, with grants secured and an estimated 5-year completion timeline.
Village Uses Sales Tax Sharing Agreements to Incentivize Development
The village utilizes sales tax sharing agreements to encourage new development and redevelopment, requiring significant business investment and substantial sales tax generation. Projects can qualify for up to a 50% sales tax share for a maximum of 10 years, capped at 25% of total project costs. Certified project costs and evidence of sales tax payment are required. Sales tax sharing agreements were initially enacted during COVID as temporary relief but were codified into village code in 2021. While commonly used for activating advanced manufacturing and commercial office spaces, they have been less utilized for other sectors but discussed. The village has historically favored sales tax abatements over other incentives that directly impact assessed valuations.
Village Partners with Care Solace to Offer Free Mental Health and Social Support Resources
The Village has partnered with Care Solace, a nonprofit organization, to provide residents with a comprehensive online tool for mental health, medical, food, housing, and substance abuse needs. This service is available 24/7 in over 200 languages, offering support through care companions (personal assistance) and a self-service online tool. Care Solace has a significant network of local providers. This free resource is available to all residents, employees of stakeholder groups, and taxing districts. The village has committed to covering the cost of this service, which has already been utilized by over 280 individuals. The village is seeking community outreach to spread awareness and is open to financial contributions from other jurisdictions.
New "Crossroads Plan" Mixed-Use Development Proposed for 159th Street and LaGrange Road
The Village Board reviewed the "Crossroads Plan" development, a preliminary project proposed for the southeast corner of 159th Street and LaGrange Road. This 18-acre mixed-use development aims to redevelop former BP and KFC parcels and would include approximately 100 owner-occupied attached single-family homes, four commercial outlots, and a proposed hotel. The project also facilitates necessary roadway improvements at the intersection of 159th Street and 94th Avenue. Existing Pet Boys and Lazy Boy sites along LaGrange Road would remain. The development is expected to create construction and permanent jobs and improve the appearance of a high-traffic area. A timeline for this conceptual phase project is not yet established.
