The council also discussed the possibility of returning to a four-person committee structure, which was found to be more productive than the current three-person committees. Staff feedback is being sought, and a decision on committee structure and meeting days (Tuesdays or Thursdays) is pending.

Washington Street Utility Work Nearing Completion; Full Road Repair Scheduled for Next Year

The council addressed the Washington Street water and sewer main replacement project. The sewer main work is nearly complete, with water main replacement expected to follow, finishing within the next couple of weeks. However, the final street, sidewalk, and curb restoration will occur later, after the road has had a winter season to settle. Temporary patches are in place, and full road repair will happen next year, similar to the Lawn Hill project. Parking restrictions will be lifted once the utility work is complete. A separate query was made about the splash pad at Wilbert Park, with confirmation that it will not be done this year and may be completed in the fall or next year.

Council Approves Warrants, Earmarks Funds for Events, and Increases Engineering Contract for Wilcox Barn Project

The council approved warrants totaling $761,740.73. A motion was made to approve the consent agenda, excluding motion number 10. Motion number 10, concerning the closure of the 'Survive Then Drive' program and returning $6,625.86 to CDS local program funding, was discussed. A friendly amendment was made and accepted to earmark these funds for future city event purchases, such as equipment for watch parties. Another item approved was the waiver of purchasing policy to allow the city administrator to modify an agreement with Herman Engineering and PLC for additional professional engineering services related to the Wilcox Barn project, increasing the contract by $5,000 to a total of $24,000. This increase was due to the need to rebid the general contract part of the project, requiring redesigns and additional engineering work.
