Oak Ridge Amends Regulations for Nightclubs, Bars, and Related Establishments
The City Council approved an ordinance amending the zoning ordinance regarding regulations for nightclubs, dance clubs, taverns, clubs, private, and lodges. The amendment removes the prohibition on outdoor activities, removes a reference to a non-land use-related city code provision, adds daycare facilities to the list of uses that must be 250 feet away from these establishments, clarifies that places of worship within the 250-foot radius must be in residential districts, and exempts mixed-use developments from the distance requirement. The ordinance passed with a 7-0 vote.
Oak Ridge City Council Adopts Fiscal Year 2027 Budget
The City Council adopted the budget for fiscal year 2027. The ordinance provides revenue for municipal purposes by imposing a tax on all property within the city and fixing the tax rate. A public hearing was held and closed prior to the council's vote. The budget was approved with a 7-0 vote.
Horizon Center Industrial Park Rezoned to Include Nuclear Industry Overlay
The City Council approved an ordinance applying the Nuclear Industry Overlay (NIO) District to approximately 377.62 acres within the Horizon Center Industrial Park. Parcels zoned IND2 Industrial are now rezoned to IND2 NIO Industrial District. The Planning Commission recommended approval of this item with a 10-0 vote. The ordinance passed with a 7-0 vote.
Oak Ridge Amends Waste Connections Contract to Include Glass Recycling and Semi-Annual Rate Adjustments
The City Council approved a resolution amending the contract with Waste Connections of Tennessee for waste management services. The amendments include adding recycling services for fire stations 1, 2, and 4; haul charges for a convenience center glass recycling container; increasing the rate adjustment frequency for residential locations from annual to semi-annual; and simplifying the calculation for the number of residential customers. The resolution passed with a 6-1 vote.
Oak Ridge Council Approves FY 2027 Classification Plan
The City Council approved a resolution approving the classification plan for fiscal year 2027. This plan lists each city position, its assigned pay grade, and FLSA exempt/non-exempt status. The changes align with the recently approved compensation plan, incorporating positional changes discussed previously, with no changes to exempt status. The plan received unanimous approval from the Compensation Committee and the Personnel Advisory Board. The resolution passed with a 7-0 vote.
