Seal Pros Awarded Contract for 2026 Crack Sealing Project

The council accepted bids and awarded a contract for the 2026 crack sealing project to Seal Pros for $60,116.78. The project involves regular pavement maintenance to extend pavement lifespan, with the proposed area determined by public works and prioritized based on inspections. Four quotes were received, ranging from $61,000 to $13,000, with Seal Pros offering the lowest bid. While Seal Pros is a new contractor for the city, references from Brooklyn Park, Eden Prairie, and Afton provided positive feedback, indicating they would work with the contractor again. The work is scheduled to begin at the end of June.

Department Reports Highlight Infrastructure, Safety, and Community Projects

During the department reports, it was noted that the directional drilling crew hired for conduit installation near Tower Park is looping electric circuits to improve power outage response times. The city also reported on pole installations/change-outs for a fiber company, a new employee in the department, and the success of a recent time capsule event, despite some water damage to the capsule's contents. HR reported no workplace injuries and updated personnel policies. Finance has received all department budgets and is working on Capital Improvement Plans. PD is conducting sergeant interviews, closed police officer applications with 10 applicants, and will deploy cameras for the 4th of July at Casey Lake and Silver Lake to deter issues. Public Health is busy with the student build house project, Casey Lake project progress, and street sweeping operations. Community Development hired an intern and submitted comprehensive plan information for cost estimation. Manager reported positive feedback on downtown facade program applications and the completion of a 'heart hands' utility box art installation.

Council Approves Contract for Mcnite Athletic Complex Preliminary Design

The council approved a contract with WSB for preliminary design development professional services for the Mcnite Athletic Complex. This contract, not to exceed $129,000, is for detailed concept plans and preliminary design, including site evaluation, geotechnical exploration, and cost estimates. The project aims to refresh and redevelop the complex, which includes demolishing some existing structures and adding new features like a flex field, skate park, playground, and event space, while also incorporating storage needs for public works and electric departments. The existing land use restriction from HUD has been lifted, allowing for broader development possibilities.

Council Denies Variance for Oversized Garage

The council considered a variance request for a property at 2130 Cronin Place East to allow for a 1,200 square foot detached garage, exceeding the 940 square foot limit set by city code, which is equivalent to the home's ground floor area. The applicant argued the variance would provide proper storage and enhance aesthetics. Staff and the Planning Commission recommended denial, citing that the landowner's desire for a larger garage was not due to special conditions unique to the property, and a variance was not the minimum necessary. The council voted to deny the variance.

City Adopts Zoning Text Amendment for Accessory Dwelling Units

The city council considered and adopted a zoning ordinance text amendment concerning accessory dwelling units (ADUs). The amendment changes the maximum size for attached ADUs to 40% of the principal dwelling's floor area and for detached ADUs to 1,000 square feet, aligning with accessory building limits. It also clarifies that ADUs must be fully separated, can connect via a shared door, cannot be temporary structures like RVs, must connect to municipal sewer and water, and cannot be sold separately or create new tax parcels. This change allows for larger ADUs, addressing a previous limitation that affected a specific property's conditional use permit.
