North Platte Council Approves Warrant Financing Agreements and Payments
The City Council approved a resolution designating FNBO as a warrant lender and authorizing the execution of a warrant purchase agreement. This action relates to warrant financing, a method the city uses for interim financing on infrastructure projects. The resolution incorporates terms from Ordinance Number 3874. The council also approved a resolution authorizing the issuance of five warrants totaling $375,780.84. One warrant is for Level LLC for work on paving districts 840 and 841, and four warrants are for First Interstate Bank, covering maturing warrants. Discussions included the challenging bond market, the administrative burden of alternative financing methods like bond anticipation notes, and strategies to achieve competitive pricing for warrants. The city aims for a strategy that provides bond anticipation level rates without the upfront expense.
North Platte Recognized as Tree City USA for 43rd Year; Tree Board Active with Grants and Education
The North Platte Tree Board was recognized for its ongoing commitment to urban forestry, receiving the Tree City USA award for the 43rd consecutive year and the Tree City USA Growth Award. The board was highlighted for its efforts in planting trees, managing storm runoff, improving air quality, and supporting resident well-being. The document mentions that the board secured grant money from the Nebraska Environmental Trust to update the community tree inventory. They also distributed ponderosa pine seedlings to 292 third-graders and utilized 18 free tree grants for planting. The board is comprised of seven members, with two new appointments in April 2026. The Tree Board celebrated Arbor Day 2025 by honoring specific individuals with trees at Cody Park.
North Platte Council Urges Support for Local Businesses Amidst Purchasing Decisions
During the claims approval process, Councilman Reker expressed a sentiment encouraging support for local businesses. He noted that while the city purchases from Amazon, which has a building locally and pays taxes, it's important to prioritize shopping locally to support businesses that contribute to the community, such as sponsoring local baseball teams. The city administration responded that less than 1% of purchases are from Amazon and that there are items that cannot be obtained locally, implying a balance is struck. The council ultimately voted to approve the payment of claims.
North Platte Board of Equalization Approves Sewer Connection District Benefits
The City Council, acting as the Board of Equalization, approved the benefit schedule for Sanitary Sewer Connection District Number 23. This district is located east of Buffalo Avenue, extending north of Spring Road and south along the west alley of Valley Drive. The sewer extension runs approximately 1575 feet. The council discussed the use of a connection district as opposed to an assessment district, particularly for areas on the fringe of city limits or where agricultural property might later be developed. This method involves a connection fee paid at the time of service use, based on footage, rather than an upfront assessment on the property. The total cost of the project is $134,000, with $97,000 covered by the city (for crossing city park and under a ditch) and the remainder to be covered by property owners who connect to the system. Initial connections from Odds Marine and Otter Investments will contribute to covering this cost. The council also noted that the city will absorb the cost if properties do not connect, and that funds for the city's portion will come from the sewer budget, potentially recouped over time.
North Platte Council Authorizes Sale of Vacated Alley to Ogborns
The city council considered Ordinance Number 4253, which authorizes the conveyance of a vacated alley located between Lot 32 Hastings Addition and Lot 1 Jurgensson Subdivision to Dennis and Shirley Ogborn. This action follows a previous ordinance that vacated the alley. The alley is narrow, approximately half its normal width, and contains no utilities. The adjacent property owner, the Housing Authority, declined to purchase its portion of the vacated alley due to grant funding limitations, leading to the Ogborns acquiring the full vacated alley. The sale price and terms are specified in the ordinance. The council approved this ordinance on first reading.
