City Council Reviews 2027 Budget Calendar for Utility Funds

The City Council reviewed preliminary budget calendars for the 2027 fiscal year, focusing on utility funds including electric, gas, and sanitation. The directive for departmental budgets is to aim for zero change from the 2026 budget, with adjustments made for necessary increases or to align with actual spending. The electric fund revenue projections include a 9.5% increase based on a rate consultant's recommendations. Several departments within the electric fund, such as maintenance of vehicles and transformers, saw increases due to rising material and operational costs, while others like office supplies and tools were reduced. The gas fund anticipates no rate increases, and the sanitation fund rates were adjusted based on a recent increase. Discussions also touched on the financial impact of the Cargill facility's operational status.

City Adopts Updated Building Codes with 4-0 Vote

The City Council held a public hearing and approved on second reading Ordinance 1337, which amends Chapter 21 of the Fort Morgan Municipal Code by adopting updated building, mechanical, fire, and energy conservation codes. The adopted codes include the 2024 International Building Codes, 2024 International Energy Conservation Code, and the model electric-ready and solar-ready codes for 2023. This adoption is in response to state mandates requiring jurisdictions to update their building codes. Option one, adopting the 2024 ICC building codes, was recommended by building department staff as the most beneficial and cost-effective option for contractors, homeowners, and developers, avoiding the fragmentation of codes and potential increased investment needed by contractors under other options. The ordinance passed with a 4-0 vote.

Gas Department Announces Upcoming Leak Surveys Requiring Backyard Access

During a gas department leak survey announcement, Tony from the gas department informed the public and council that the department would be conducting leak surveys with a "little blue box" and would require access to backyards and service lines. He mentioned that social media would be used to disseminate information and verify the legitimacy of their personnel due to increased concerns from residents with ring cameras. The department will tag doors if locked gates prevent access and requests residents to call back to schedule a time for the survey. The survey will focus on the northwest portion of the city.

City Approves $245,636 for Emergency Storm Sewer Repair

The City Council ratified an emergency expenditure of $245,636 for storm sewer repair. This expenditure was necessary due to a moderate rainstorm in May that caused a 96-inch storm pipe on the south side lateral to wash out the ditch. The repair involved removing the existing corrugated metal pipe and installing a new 96-inch reinforced concrete pipe (RCP) for 120 feet. The emergency authorization was granted by the City Manager and Mayor due to the potential legal ramifications and the need to restore water flow for the ditch company's operations. The repair was performed by RBA Excavation.
