City Council Considers Revisions to Animal Regulations, Leans Towards Eliminating Variance Process
The city council reviewed current animal regulations in Title Six of the Evans Municipal Code and discussed potential amendments. Options discussed included maintaining the current ordinance (Option 1), establishing fixed limits for dogs, cats, and fowl while eliminating the variance (Option 2), and a more comprehensive species-specific approach (Option 3). The council expressed a preference for a hybrid approach, generally favoring Option 2 with some elements of Option 3, and agreed to eliminate the variance process. Key discussions also revolved around defining 'pet animals' versus 'food animals,' regulating roosters, and considering lot sizes and zoning for certain animals like chickens and rabbits. The council reached a consensus to move forward with a combined limit of four pet animals (dogs and cats), with no more than four dogs, and a separate limit for hens, with other animal regulations to be addressed through zoning. The council also agreed to eliminate roosters and to not specifically regulate common household pets like fish.
NFRMPO Presents Regional Transportation and Air Quality Planning Initiatives
The North Front Range Metropolitan Planning Organization (NFRMPO) presented an overview of its functions and programs to the city council. The NFRMPO is responsible for regional transportation and air quality planning for an urbanized area of over 574,000 people across approximately 675 square miles. Key activities include developing a long-range transportation plan, a transportation improvement program (TIP), a public involvement plan, and a unified planning work program. They also manage mobility programs like Ride NoCo and Van Go. The presentation highlighted upcoming updates to the regional transportation plan (RTP) and the travel demand model, emphasizing opportunities for community participation. Discussions also covered air quality non-attainment issues, particularly ozone, and the complexities of modeling for multiple standards. The NFRMPO outlined their various funding sources, including federal grants and local match dollars, and discussed efforts to assist smaller communities in accessing these funds. They also presented information on mobility programs such as Ride NoCo, a call center for transportation needs, the school pool program, the My Way to Go trip planner, and the Van Go vanpool program. Additionally, the NFRMPO discussed its role in greenhouse gas (GHG) emission reduction planning for transportation projects.
