Water Restrictions Enforcement Update; Water Treatment Plant Functioning Ahead of Schedule
Director of Utilities Scott Olsen provided an update on the enforcement of Stage One watering restrictions. To date, 315 violations have been recorded: 296 first violations, 17 second violations, and 2 third violations resulting in fines. No violations have reached the fourth stage, which would involve a municipal summons. The violations are broken down by land use: 24 commercial properties, 264 residential properties, and 8 metropolitan districts. Olsen also shared a fun fact about the water treatment plant, stating it is currently pushing 20 million gallons per day through its system without discharging or affecting the drinking water, with full output testing planned for late October.
City Council Adopts Revised 2023-2027 Strategic Plan
City Council adopted the revised 2023-2027 strategic plan. The plan was developed through a vision session in February, with updates presented at a study session in May. Current statuses of goals and tasks are available on a dashboard accessible via the city website.
Councilmembers Share Updates on Dog Park, Summerfest, Pride Fest, and Opioid Abatement Efforts
Councilmember Tadeo attended the dog park grand opening and spoke with residents who were happy with the new facility. She also attended Brighton Summerfest, noting it was well-attended. Mayor Pro Tem attended Brighton Summerfest and Adams County Pride Fest, noting the large turnout. Mayor Pro Tem also chairs the quarterly Adams County Opioid Abatement Council meeting, focusing on capital infrastructure for intensive outpatient and youth treatment.
City Approves Additional Funding for Sable Boulevard Outfall Channel Improvements
City Council approved the Second Amendment to the intergovernmental agreement (IGA) with the Urban Drainage and Flood Control District for Sable Boulevard outfall channel improvements. This amendment adds an additional $600,000 contribution from both the city and the district, bringing the total from each to $1.725 million. Naranjo Civil Constructors is currently performing the work, with completion expected in November. The project involves significant work impacting traffic, including a closure of 144th east of Sable and temporary traffic control on Sable Boulevard.
Ordinance on Unauthorized Camping on Private Property Passes, with Protections for Authorized Safe Parking
An ordinance adding Article 8-26 to the Brighton Municipal Code, relating to unauthorized camping on private property, was discussed. The City of Brighton's Chief of Police addressed concerns about its impact on designated safe parking areas, confirming that the ordinance's language, which exempts authorized camping, would not prohibit camping in city-authorized safe parking areas. Stakeholders are developing an administrative process for reviewing and approving such uses. Mayor Pro Tem expressed reservations about voting for an ordinance that could be interpreted as making homelessness illegal, especially given the developing nature of the safe parking process. The ordinance passed on a vote of 8 to 1.
