Homewood Disposal Agreement Amended to Include Trash Compactors at Sports Complex

The board considered and approved a resolution to amend an agreement with Homewood Disposal. The amendment extends the contract by two years and includes the installation of two 30-cubic-yard self-contained trash compactors at the sports complex. One compactor will be placed at the maintenance building, and the second will be installed at the fieldhouse upon its completion. Homewood Disposal will provide and maintain these compactors at no additional cost to the village. This is viewed as a beneficial agreement for the village.

Village Adopts Ordinance for E-bike and E-scooter Regulations Amid Safety Concerns

The village board discussed and adopted an ordinance to govern the use of e-bikes and e-scooters. This amendment to Chapter 90 of the village code aims to provide clear guidance on where, when, and how these devices can be used, aligning with upcoming state regulations. The ordinance will mimic stricter state guidance taking effect in January, as local municipalities will lose authority to govern these devices then. Enforcement will initially focus on education, with first offenses resulting in a $50 citation. The board also discussed potential actions like seizing devices if public safety is at risk, emphasizing the dangers associated with their use, including a recent accident in New Jersey. Concerns were raised about the state taking away local control, and the need for a public awareness campaign was highlighted. The ordinance was approved after waiving the second reading.

Class D2 Liquor License for Fresh Cafe to be Reconsidered

The village board discussed the consideration of an ordinance creating a class D2 liquor license for Fresh Cafe, proposed to be located near Planet Fitness in the strip mall at 702 West Maple. A report indicated no issues with the proposal. However, the board decided not to waive the second reading of the ordinance as the applicant was not present. It was noted that the establishment will not feature video gaming, and this is reflected in the ordinance. The ordinance will be brought back at the next meeting.

Resident Advocates for Actionable Long-Term Planning, Cites Unfulfilled Infrastructure Projects

A resident, Thomas Noak, addressed the board regarding the village's long-term plans and their implementation, citing the 2018 comprehensive plan and the 2002 bike plan. He expressed a desire for more short-term, actionable plans (3-5 year range) with clear benchmarks, such as mileage for trail construction. Noak highlighted specific planned but uncompleted projects like the Schoolhouse Road connection to the Old Plank Road Trail and various sidewalk and bike path installations mentioned in the 2018 capital improvement plan. He also raised concerns about the feasibility of some paths due to existing infrastructure like a new pump house, and the need for property acquisition or relocation of facilities. The board responded by explaining that development projects often rely on developer funding and that priorities can shift due to unforeseen circumstances like the pandemic and new developments. They also pointed out that some discussed roads and paths are not entirely within the village's incorporated area and require cooperation with the county. The discussion also touched on the success of recent village development, including road construction and the sports complex, and encouraged the resident to participate in the Citizens Academy for a deeper understanding of village operations.
