Brownfield Plan Amendment Approved for American Fabricated Products Relocation
The commission discussed a Brownfield Plan Amendment for American Fabricated Products Incorporated (AFPI) at 331 West Laketon Avenue. AFPI is relocating from Ottawa County to Muskegon, planning to create 20-30 new jobs. The amendment allows AFPI to be reimbursed for eligible activities such as environmental site assessments. The reimbursement period is set from 2036 to 2039, with the following three years benefiting the local Brownfield Revolving Fund. The plan was approved by the Brownfield Redevelopment Authority on June 9th.
City Commission Seeks Highest and Best Offers for Nelson House Renovation Project
The commission discussed four purchase offers for the Nelson House, a property the city has invested in preserving. All four offers were at the asking price of $150,000. Staff recommended one offer based on alignment with previous purchase agreement conditions, including a robust renovation budget. However, Commissioner Cochin proposed seeking 'highest and best' offers to ensure the best value for the city, citing that not all offers were truly equal due to factors like commission structures and renovation budgets. The commission ultimately voted to direct staff to solicit highest and best offers and present them at the July 14th meeting.
Two Muskegon Properties Slated for Demolition Due to Disrepair and Owner Non-Responsiveness
The City Commission voted to concur with the Housing Board of Appeals' recommendation to demolish two properties: 1300 Langland Avenue and 965 Scott Street. Both properties have been in severe disrepair for years, with owners unresponsive to communication attempts and city efforts to address the unsafe conditions. The inspector detailed the deteriorating states of both structures, highlighting safety concerns and the lack of owner engagement.
Muskegon Community College Seeks Millage Restoration via August Ballot Proposal
The City Commission discussed a ballot proposal from Muskegon Community College (MCC) for an August 4th election. MCC is seeking to restore its millage to the 1993 voter-approved rate of 2.4 mils, requiring an additional 0.2980 mils for 30 years. This restoration aims to generate approximately $2.1 million annually for facility enhancements, including safety upgrades, technology improvements, infrastructure repairs, and academic support. The proposal would cost the average homeowner about $37 per year.
McGraff Park Tennis Courts to be Resurfaced as Part of Contract Amendment
The commission approved a contract amendment for $48,227 to resurface existing tennis courts at McGraft Park, bringing them to the same standard as the new pickleball courts. This change order will include filling and sealing cracks, resurfacing, restriping, and installing new nets. While pickleball has seen community requests, the tennis courts are used less frequently but will be maintained due to requests from local schools that may restart a tennis program.
