City Council Considers New School Resource Officer Position for St. Vincent Depal School

The council discussed an ordinance to fix the number of employees in the police department to create a new School Resource Officer (SRO) position. The St. Vincent Depal School approached the city about having a full-time SRO, with costs split 75% for the school and 25% for the city. The total cost of an officer is approximately $100,000 per year, including insurance, BWC coverage, and pension pickup. The school has agreed to a minimum three-year commitment, potentially up to five years. The contract will include an escalator clause for future cost increases. The city is also pursuing a COPS grant to help offset the city's cost. Existing SRO coverage for Mount Vernon City Schools and the Knox County Career Center is on a joint contract basis.

Urban Renewal Plan for Downtown Properties Focuses on Redevelopment and Community Input

The council discussed Resolution 20268 concerning an urban renewal area, focusing on the 'Tugger block' (three city-owned buildings on Public Square: the Tugger building, the candy shop building, and the former public defender's office building) and properties at three and five North Gay Street. The city purchased these properties for redevelopment, initially planning a courthouse but changing course due to community feedback favoring preservation for downtown shopping and living. The urban renewal area designation provides flexibility in selecting a developer. The city, in partnership with Pizuti Solutions, is developing a Request for Development Proposals (RFDP) that will consider historic uses, potential for shops, third spaces, downtown living, parking, and accessibility. Demolition of three North Gay Street is anticipated to facilitate expansion of the Tugger block area. The city plans to have significant say in the development's aesthetic and functional aspects, aiming for a project that enhances the community and generates revenue, even if it means selling the property at a potential loss.
