Milledgeville City Council Meeting - June 23, 2026
Published: Jun 23, 2026
Proposed Minor Curfew Ordinance Tabled for Further Community Discussion
Ordinance O-2605-17, which proposed establishing a curfew for minors under 16, was tabled indefinitely. The decision to table was made to allow for further discussion and community engagement. The plan is to establish town hall meetings and a committee to work with law enforcement on the ordinance, aiming for a workable solution. The first town hall meeting is scheduled for Monday, July 6th, at 5:30 p.m. at City Hall. This meeting, potentially involving council members, will need to be publicly advertised.
Mighty Hero Homes Proposes 84-Home Community for Homeless Veterans in Millersville
Drew Wallston of Mighty Hero Homes presented a proposal to build an 84-home community for homeless veterans on 20 acres of the Central State Hospital facility. This project, costing $20 million, aims to combat veteran homelessness nationwide, with Millersville serving as the pilot location for a planned 450 similar communities. The development will include a 6,000 sq ft community center with various services, a K9 training center, and a 3,000 sq ft greenhouse for hydroponics and aquaponics, with produce potentially sold to local restaurants. Mighty Hero Homes is seeking community engagement, with local organizations and businesses encouraged to sponsor the construction of individual veteran homes by raising $100,000 each.
City Council Adopts Fiscal Year 2027 Budget After Tie Vote on Tabling Motion
The council considered the fiscal year 2027 annual operating budget and the 5-year capital improvements program. A motion to table the ordinance until June 30th was made and seconded, but resulted in a tie vote (3-3). The Mayor cast the deciding vote against tabling, stating that adequate time had been given for budget review since February and that the city's practice is to ensure funding before committing to expenses. Consequently, the motion to adopt the budget was made and passed. The Mayor expressed confidence in the presented budget, calling it fair and outstanding. The final vote to adopt the budget was passed.
Council Approves Annexation of Land for Manufactured Home Dealership Amidst Driveway and Roadway Discussions
The council considered Ordinance O-2604-13 to amend the city charter and accept 1.56 acres of land with HC (heavy commercial) zoning into the city limits. The property, owned by Wilson Keen at 2747 North Columbia Street, is intended for use as a manufactured home dealership. Discussions focused on driveway specifications, traffic impact, and road improvements. Public Works approved a site plan for a commercial driveway on Longleaf Trail. An impromptu traffic study suggested minimal impact, but concerns were raised about the driveway width and turning radius, with recommendations for a 50-60 ft width and a 35 ft radius, exceeding the minimum city code. The road is scheduled for repaving in 2027 via a grant, leading to discussions about the applicant's responsibility for improvements versus the city's future maintenance. The council debated whether to include specific stipulations in the ordinance regarding driveway dimensions, ultimately deciding against it as existing city codes and Public Works enforcement were deemed sufficient, although the developer did commit to a 60-ft width. The motion to adopt the ordinance passed with a 3-3 tie, broken by the Mayor's vote in favor, with one council member abstaining due to a conflict of interest.
