Wastewater Plant Welcomes New Maintenance and Lab Personnel
Travis introduced new employees at the wastewater plant: Andrew and Jason as maintenance personnel, and Brittany as lab personnel. Andrew expressed gratitude for the opportunity to work in his hometown. Brittany also shared her thankfulness for the opportunity to work for the city.
Infrastructure Project Updates: Bethlehem Road Interchange, Peaksville Connector, and Sidewalks
Burke Foster provided updates on several infrastructure projects. Work is underway for the Bethlehem Road interchange project, involving clearing areas for test bores and geotechnical exploration. The CVL commercial vehicle lanes project is still on track for a 2027 let date, requiring a redesign of a stormwater detention pond for an industrial partner. The Peaksville Connector project is progressing with land acquisition paperwork filed. On-call engineering projects include a Davis Lake culvert replacement and the Grove Road Stream Bank Restoration Project, with a revised bid under review. The Tanger Boulevard sidewalk project is nearly complete, with only final stabilization needed. RFQs for Tanger Boulevard/Indian Creek and Peaksville Road/Le Guin Mill Road intersection improvements are being reviewed. Minor sidewalk repairs throughout the city are being planned following an evaluation by Safe Sidewalks Georgia. City Hall renovations are complete, with security enhancements planned next.
Locust Grove to Participate in Amicus Brief on City Liability Case
The council considered a resolution authorizing participation in an amicus brief in the case of Chang versus the City of Milton. This case involves the interpretation of sovereign immunity and liability for cities, particularly concerning nuisance claims. The city joined previous amicus briefings that led to a reversal of a Court of Appeals decision, limiting city liability to obstacles within the lanes of travel. The current issue focuses on nuisance claims and whether they constitute a waiver of sovereign immunity. Participation is seen as a vote of solidarity with other cities, with no expected financial liability for Locust Grove.
Locust Grove Proposes Updated Parking, EV, and Bicycle Infrastructure Standards
A discussion-only item proposed an ordinance amendment to Chapter 15.46 regarding parking, loading, and mobility standards. The amendment aims to establish updated regulations, including minimum and maximum parking ratios and modern infrastructure requirements for off-street parking. Key provisions include mandatory pervious paving for spaces exceeding minimums, structural mandates for EV charging infrastructure, and requirements for bicycle parking racks. Parking lots with 20+ spaces must designate 10% as EV capable and install Level 2 charging for 2% of spaces. Standard stalls are 9x18 feet with mandated tree islands. Pedestrian walkways connecting sidewalks to buildings are required. Curb cuts are restricted, and inter-parcel drive connections between adjoining properties are mandated. Major changes include introducing parking maximums (120% of minimum), modernizing ratios (e.g., multifamily shifts from 2 to 1.25 spaces/unit + 0.25 guest), enforcing green infrastructure for EVs and bikes, and stricter curb cut regulations.
Locust Grove Police Department Releases May Crime and Activity Statistics
Captain Morris presented the May statistics for the Locust Grove Police Department. This included Group A and B crimes, calls for service, miles patrolled, accident and incident reports, citations, warnings, and arrests. The Criminal Investigations Division reported on assigned, closed, and open cases year-to-date. The crime suppression unit's statistics and municipal court fines collected were also detailed. Additionally, the Chief is in talks with DOT to potentially lower the speed limit on Peaksville Road.
