Shrine Club Property Gas Line Relocation Approved
The township is proceeding with relocating a gas line and separator on the Shrine Club property at an agreed-upon split cost. This relocation is necessary to facilitate future development on the property. The gas well is owned by a third party who sells gas to National Fuel, and the township will receive a portion of these sales by taking over the Shrine Club's rights. The relocated line will run along the property line to be less intrusive. The well owner provided an estimate for the move, and the township's share is requested for authorization. There's a possibility of additional costs if tile drainage issues are encountered.
Residents Voice Strong Concerns Over Flock Camera Technology and Privacy
Concerns were raised by residents regarding the Flock cameras (license plate readers) and their expanded capabilities, including AI for live video sharing and signal trace technology that captures electronic device identifiers. Residents expressed fears of mass surveillance, potential abuse of technology, and privacy violations, citing examples of improper searches in other cities. While the police department has protocols for accessing the data, residents believe safeguards are insufficient and that the township faces liability. The police department noted that the current Flock cameras at the Millcreek Mall were installed by Cafaro and are limited to license plate readers accessible by PA State Troopers and Millcreek PD, with access tracked. A Standard Operating Procedure (SOP) is being developed to outline safeguards for accessing Flock camera data.
Transition Committee Outlines Plan for Administrative Code, Ordinances, and Manager Search
The transition committee is working on creating an administrative code, amending ordinances (potentially using eCode 360), and hiring a search firm for a new manager. Residents expressed concern about the potential for duplicate legal fees if the solicitor reviews work done by external firms. The committee chair emphasized that the solicitor's review is a necessary step regardless of who prepares the initial documents, aiming for the best overall outcome for Millcreek.
Millcreek Fire Department Gains Access to Perry Highway Hose Company Training Facility
An agreement between the Millcreek Fire Department and Perry Highway Hose Company for access to its training grounds and training tower at 501 Robinson Road in Summit Township was approved with an addendum. The initial term is for six months (August 1st to January 31st, 2027) at a prorated cost of $750, followed by an annual subscription of $1,500. This facility will provide additional hands-on training opportunities for Millcreek personnel. Access will be on an 'as needed' basis, similar to the City of Erie's arrangement.
