J. Severino Construction Awarded Bid for Old Main Road Waterline Replacement
Council passed Ordinance 71-26, authorizing the city manager to award a bid to J. Severino Construction Incorporated for waterline replacement at the Old Main Road Bridge area. This project, Phase One of waterline relocation, was re-bid due to design changes required for coordination with Canadian National Railway. The engineer's estimate was $1 million, and J. Severino Construction submitted the lowest bid out of four.
New Regulations Enacted for Sandbar Traffic, Including Animal Prohibition and Increased Littering Fines
Ordinance 70-26 amends section 331.46 to regulate traffic on the sandbar of the public dock. The amendment, based on recommendations from Council Member Branch's liaison reports, primarily addresses issues with animals on the sandbar. It prohibits animals of any kind on the sandbar, aligning with section 505.01 of the codified ordinances. The fine for dumping or littering is increased from $500 to an unspecified amount, and violations are classified as a minor misdemeanor. The ordinance was amended to declare an emergency, allowing it to be acted upon immediately.
Resident Voices Concerns Over Data Centers, Environmental Impact, and Lack of Public Input
Sandy Shelonburgger expressed concerns regarding data centers and the 'New Albany visit,' questioning the lack of information on environmental impact and EPA involvement from the Lake to River Economic Development initiative, which received $150 million from Ohio Jobs for land acquisition in New Albany. Citing an article on an Ashtabula County moratorium, she noted that Greg Meyers of the Growth Partnership previously identified Ashtabula Township as a prime location for data centers behind Concat, despite the minimal job creation from such projects. She questioned how Growth Partnership facilitates these proposals without community input and recalled past protests against the Pink Iron plant due to environmental concerns. She cited national polls (Gallup and Holding Green University) showing significant public opposition to local data centers and questioned if council would consider them if the majority of citizens opposed them, emphasizing the need for meaningful public input and voting rights on industry decisions. She urged council to attend a Conserve Ohio presentation and noted that Ashtabula Township and Geneva City have implemented 12-month moratoriums on data centers, suggesting the city consider the same.
City Council Updates on Community Events, Budget Hearing, and Holiday Schedule
Council Member Moyio announced upcoming events and administrative matters. He attended the 200th banquet celebration at Southridge Baptist Church. A reminder was issued for the tax budget public hearing on June 29th at noon in council chambers. Debbie invited council members to attend the time capsule reveal, mentioning that the family involved in the original dedication is traveling from across the country.
