Senior Living Facility Proposal for 2600 Filmont Avenue Faces Board Review
The Board of Commissioners reviewed a sketch plan for a proposed senior living facility at 2600 Filmont Avenue. The applicant seeks a text amendment to allow this use in the BOI (Business/Office/Institutional) zoning district, as the current zoning does not fully accommodate their proposed facility. The plan has been revised to reduce the building size and relocate it to utilize existing impervious coverage, minimize impact on open space, and improve site utilization. The proposal includes 164 beds across assisted living, memory care, personal care, and independent living. Concerns were raised by the board and public regarding the impact on emergency services, the potential for increased call volume, the need for amenities, and the financial implications for the township and school district. The applicant presented an economic impact study suggesting a net positive fiscal impact. Further studies, including traffic analysis, and a detailed review of the zoning text amendment are required.
Four Roadway and Pedestrian Improvement Projects Discussed by Board
The Board of Commissioners heard updates on four roadway and pedestrian improvement projects. The Huntington Pike and Berry Road intersection improvement project is in the planning phase, with preliminary analysis indicating a need for left-turn lanes on all legs, a full traffic signal upgrade, pedestrian improvements, and drainage enhancements. The project also proposes converting the Huntington Pike and Spur Road intersection to one-way to address conflicts. The estimated cost is $4.3 million, with a long-term timeline of 5-10 years to construction, heavily reliant on grant funding. The Beth Air Streetscape Improvement Project aims to create a more pedestrian-friendly network along Huntington Pike by installing new sidewalks and grass buffers, with estimated costs of $2.5 million for the south side and $2.4 million for the north side. The Huntington Pike and Redline Road intersection project, which interfaces with the Beth Air Streetscape project, has received grant funding for final design and includes intersection improvements, sidewalk connections, and stormwater management, with construction costs estimated at $2.2 million. The Welsh Road and Boyd Road project will introduce an ADA accessible crossing, utilizing an existing flasher to reduce costs, and is nearing construction, expected before the school year. The project is a result of resident feedback regarding pedestrian safety.
Lower Township Fire Station Project Update: Design, Schedule, and Budget.
The Board of Commissioners received an update on the proposed new fire station project. The presentation covered the project's goals, layout, design elements, schedule, and budget. Key aspects discussed included operational efficiencies, addressing infrastructure deficiencies, creating a modern facility, and incorporating design elements to blend with the local vernacular. The project is currently tracking higher than the initial budget, with ongoing efforts to refine costs. The intersection of Buck Road and Huntington Pike will be improved as part of the project, including a preemption signal for emergency response. Demolition of two existing residential structures on the property is also included in the budget.
