Montgomery County CFO Presents Mid-Year Financial Update and FY27 Budget Planning

The Chief Financial Officer, Ryan Wilkinson, presented a financial update for Montgomery County, focusing on the general fund. Revenue performance through April 30th shows 24% collected, with bulk tax collections expected in May and June. Federal and state grants are on track. Investment income is trending higher than budgeted due to flat short-term interest rates. State gaming revenue has increased and is on track to meet the $8.5 million budget. Expenditure-wise, 32% of the budget has been expended, consistent with expectations. Personnel expenditures are slightly lower than budgeted due to vacancy savings. Controllable expenses are at 36%, also consistent with projections. Debt service is on track, and energy costs are stable due to locked electricity pricing, though fuel costs require monitoring. Capital projects are generally on track, with voter services equipment slightly over budget pending a rebate and the Bergers Smoke Bridge project expected to come in under budget despite initial overages due to timing issues. Financial planning for FY27 is underway, focusing on cost containment and operational efficiencies, with budget meetings ongoing through August and board information sessions scheduled from August to October [cite: 591-750].

County Approves Sale of Preserved Farmland in Lower Frederick

The board approved the sale of 10 acres of property in Lower Frederick to be used for farmland preservation. The county had been bequeathed the farm with the intention of preservation. The property has been successfully transferred to county ownership and preserved. The sale is being conducted through Gov Deals, a property disposition website, with a minimum sale price of $116,875, based on an appraised value of $12,500 per acre. This ensures the land will continue to be farmed in perpetuity, as the county is adept at preservation but not farming operations [cite: 967-1008].
